Senior Manager, Water Infrastructure

EdgeConneX
•$180,000 - $200,000

About The Position

The Senior Manager, Water Infrastructure leads EdgeConneX’s water and wastewater strategy across the data center lifecycle, from site selection and due diligence through design, and supports other teams as needed. The role secures the water supply, wastewater discharge, and utility agreements needed to deliver capacity on schedule while advancing water-efficient design and responsible water stewardship in the communities where EdgeConneX builds. The position also develops an internal water strategy and narrative to support cross-functional decisions based on timelines, costs and return on investment, and risks. It reports to the VP Site Development. The Senior Manager assesses water and wastewater conditions and constraints at prospective sites; develops infrastructure strategies, risk mitigations, and execution plans; directs consultants and vendors; and negotiates utility agreements. The role coordinates water infrastructure delivery with development and customer milestones and represents EdgeConneX in dealings with utilities, regulators, authorities, and community stakeholders. It partners across engineering, construction, operations, sustainability, EHS, and legal teams to establish water-efficient cooling standards and assess alternative water sources.

Requirements

  • At least 10 years of experience in water and wastewater infrastructure planning, design, permitting, and construction.
  • At least 3 years leading projects, consultants, or teams.
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
  • Deep working knowledge of municipal water and wastewater systems, utility rate and connection-fee structures, and utility and jurisdictional-authority review and approval processes, including groundwater conservation districts and municipal utility districts.
  • Understanding of data center cooling technologies, including evaporative, adiabatic, closed-loop, and liquid cooling, and their implications for water quality, treatment, and discharge.
  • Strong knowledge and experience negotiating utility service and development agreements, water supply planning and water rights, and industrial pretreatment and discharge permitting.
  • Strong written and verbal communication skills, including the ability to lead teams and coordinate with peers and other disciplines.
  • Ability to prioritize and manage multiple projects and consultants, meet committed timelines, and maintain strong attention to detail.
  • Ability to travel up to 30% to sites, utility meetings, and public hearings.

Nice To Haves

  • Master’s degree.
  • Professional Engineer (PE) license.
  • Experience with mission-critical facilities, large industrial water users, or water utilities or consulting firms serving data center clients.
  • Experience in the data center industry, corporate/industrial water and wastewater, construction, or real estate environments.

Responsibilities

  • Lead water and wastewater due diligence for prospective sites, including utility capacity and condition assessments, supply-risk and watershed analysis, water rights, discharge limits, and permitting requirements; advise Real Estate and Site Development on effects of water and sewer constraints on site viability, cost, and schedule.
  • Develop water infrastructure strategies for each site in the development pipeline, outlining water-related risks, mitigations, dependencies, and leadership decision points.
  • Direct engineering consultants, general contractors, and water treatment vendors in planning, design, estimating, and construction of domestic, fire, process/cooling water, treatment, and wastewater infrastructure; review and approve related cost estimates, schedules, and budgets.
  • Negotiate and manage water, sewer, and reclaimed-water service agreements, development and connection agreements, capacity reservations, and cost-sharing arrangements with municipal utilities and water districts, from initial term sheets through execution and renegotiation.
  • Build water and wastewater enablement schedules and execution plans for each campus, aligning on-site and off-site wet utility delivery with entitlement, construction, commissioning, and customer delivery milestones.
  • Represent EdgeConneX with utilities, Authorities Having Jurisdiction, regulatory agencies, and community stakeholders; support rezoning, entitlement, site permit applications, and public hearings.
  • Partner with Design & Engineering, Construction, Operations, Sustainability, EHS, and Legal to establish water-efficient cooling design standards and evaluate reclaimed, non-potable, and harvested rainwater sources.
  • Translate technical and regulatory water issues into clear recommendations for executives and non-technical stakeholders.
  • Prioritize and manage multiple projects and responsibilities, manage consultants, meet committed timelines, and coordinate with peers and other disciplines to bring projects and issues to closure.
  • Seek opportunities to improve processes and deliverable quality, maintain strong attention to detail, and work effectively as a team player across disciplines.
