About The Position

The Senior Manager, Project Controls leads cost management, risk management, and governance functions across a portfolio of enterprise pharmaceutical capital projects — including facility construction, process equipment installation, technology transfer, and manufacturing suite build-outs/retrofits. This role owns budget integrity, forecasting accuracy, risk visibility, and governance compliance across the capital portfolio, while maintaining oversight of project schedules (owned and maintained by project scheduling/PM staff) to ensure cost, risk, and schedule data remain aligned and integrated. The Senior Manager partners with Project Delivery, Engineering, Quality, Validation, EHS, Procurement, and Finance to drive disciplined decision-making and ensure projects are delivered within approved budgets and in full compliance with cGMP, regulatory, and internal governance requirements.

Requirements

  • 8–12+ years of project controls experience, with a strong emphasis on cost management, risk management, or capital governance in pharmaceutical, biotech, or other regulated (cGMP) manufacturing environments.
  • Strong knowledge of cGMP and capital governance frameworks (stage-gate, CAR/AFE processes) within a pharma or biotech setting.
  • Proficiency in cost management and reporting tools (SAP, Power BI, Primavera P6 or MS Project for schedule review/oversight purposes).
  • Bachelor's degree in Engineering, Finance, Construction Management, or related field
  • Candidates should be comfortable reviewing and interpreting schedules to inform cost and risk analysis

Nice To Haves

  • PMP, AACE (CCP/EVP/RMP), or similar certification preferred.
  • Experience with capital project risk frameworks (e.g., quantitative risk analysis, Monte Carlo simulation) a plus.
  • Experience managing project controls teams an advantage.

Responsibilities

  • Support enterprise-level capital portfolio reporting and analytics to support data-driven capital allocation decisions.
  • Oversee validation and consolidation of multi-year CapEx financial plans and forecasts.
  • Ensure accuracy, consistency, and compliance of capital and OPEX financial reporting including budgets, forecasts, accruals, and close-out activities
  • Serve as the governance gatekeeper for capital project financials — ensuring spend approvals, forecast updates, and contingency usage follow established controls
  • Lead a team of project controls professionals (cost engineers, risk analysts, controls analysts) supporting capital projects in a regulated manufacturing environment
  • Own cost baselines, forecasting, and earned value management (EVM) across capital projects, tracking against approved CapEx budgets and business case commitments
  • Establish and lead the project risk management process — risk identification, quantification, mitigation planning, contingency drawdown, and escalation of key risks to leadership
  • Maintain oversight of project schedules developed by scheduling/PM teams, ensuring schedule inputs are properly reflected in cost forecasts, risk registers, and governance reporting.
  • Own project controls governance: stage-gate compliance, capital appropriation request (CAR/AFE) processes, change control, and adherence to internal capital project policies
  • Manage change control processes in coordination with Project Delivery and Engineering, ensuring cost and risk impacts of design, scope, or regulatory changes are properly assessed, approved, and documented
  • Produce reporting packages (dashboards, forecasts, variance analyses, risk registers, portfolio status) for site leadership, global capital planning teams, and executive stakeholders
  • Identify and escalate risks related to equipment lead times, regulatory approval timelines, validation delays, and supply chain constraints common to pharma capital projects
  • Ensure project controls processes align with cGMP documentation standards, data integrity requirements, and internal audit/inspection readiness
  • Standardize cost control, risk management, and governance tools, templates, and frameworks across sites or business units
  • Lead departmental efficiency initiatives through the use of AI.
