Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Program Delivery team within CPG Rapid Transit is seeking a Senior Manager to join the team. In this role, you will lead the day-to-day oversight and direction of a team of Controls and Performance professionals supporting program-level controls performance functions. This includes providing oversight and assurance across the CPG Rapid Transit portfolio, including subway and LRT projects. You will work closely with a team of controls professionals, including scheduling, cost control and budgeting, risk management, change management, quality, and reporting, you will be responsible for leading the overall performance management, and governance of program controls. This role ensures effective coordination of these disciplines to support the successful delivery of projects on time, on budget, and to the required quality standards. Additionally, you will provide timely insights and advice on project performance trends from a control’s perspective, while supporting the development and implementation of recovery strategies where needed.

Requirements

  • Bachelor’s degree in construction management, engineering, project management, or related technical field
  • Demonstrated experience with increasing responsibility in the Management of Project Controls on large projects, Transportation project experience and specifically transit experience is a plus.
  • Experience is required across all project delivery methods, including Design-Build, Design-Bid-Build, AFP delivery and progressive contracting strategies such as Progressive Design Build and Alliances
  • Exceptionally skilled in project controls theory, principles and practice
  • Demonstrable highly skilled experience of reasoned decision-making in high pressure and paced environments
  • Demonstrable highly skilled experience of successfully managing competing objectives of external and internal stakeholders and recognizing materiality
  • Excellent problem solving and influencing skills to establish effective working relationships, negotiate and deal with a variety of contacts both internal and external to the organization, gain cooperation from individuals not under direct authority and comfort working with minimal supervision
  • Ability to communicate/interface effectively with senior management (e.g. CEO and CCO) and external stakeholders (e.g. Government representatives and Delivery Partners)
  • Ability to engage and influence a wide variety of portfolio, program and project resources including but not limited to Engineers, Project Controls Professionals, Project Managers and External Stakeholders
  • Excellent leadership skills to motivate a team, set high standards and clear expectations, manage expectations and outputs
  • Excellent oral and interpersonal skills with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment at all levels of an organization
  • This role will require regular presence at Rapid Transit project offices within the GTHA.

  • Active membership or accreditation in AACE, PMI, or similar association is an asset.

Responsibilities

  • Ensure program controls processes are implemented consistently across the Rapid Transit Program and on the projects in accordance with CPG processes and standards and participate in the lessons learned and process improvement work for CPG as it relates to processes.
  • Create, implement, and execute proper controls reporting to proactively support, monitor, and communicate budget, actual status, and forecast for cost and delivery timeframes for Rapid Transit projects over their lifecycle.
  • Establish and effectively leverage cross-discipline relationships within the departmental groups and project leadership teams to facilitate the development and implementation of effective and efficient project controls systems, ensuring consistency of processes and procedures across the Rapid Transit Portfolio.
  • Oversee document control activities for the Program Delivery Team to organize and align information with established policies, procedures, and project requirements, and to ensure that project/program information is accurate, controlled, transmitted, and archived for optimal tracking and retrieval
  • Partner with Project Controls leaders (e.g. Cost, Risk, Value Management, Reporting, etc.) to ensure holistic suite of project controls for the projects.
  • Engage Project Delivery Teams in frequent quality discussions and identification and implementation of consistent and effective approaches to project controls
