About The Position

Royal Bank of Canada is seeking a strategic Senior Manager, Organizational Change Management & Communications (Global Security) thought leader and subject matter expert to establish OCM as a core discipline within the US CISO organization. You'll design a comprehensive OCM framework tailored to RBC's enterprise security transformation landscape, then build and operationalize an OCM capability that becomes the backbone for all pilots, governance initiatives, and service model maturation efforts. This high-visibility role combines strategic leadership with hands-on execution. You'll provide augmented support for all pilots emerging from the US CISO organization while socializing an evolving service model across Global and regional operations. As you mature the OCM capability, you'll centralize all OCM efforts related to product and service adoption across US legal entities, transforming organizational change from an ad-hoc activity into an embedded, strategic discipline. You'll serve as the chief architect of how RBC's US CISO organization approaches change—defining best practices, governance models, and standardized approaches that enable the organization to navigate complex transformations with speed, alignment, and sustainable adoption.

Requirements

  • 7-10+ years combined experience in IT governance, regulatory compliance, risk management, and/or cyber program management
  • 5+ years designing and implementing organizational change management frameworks or programs
  • University degree or equivalent combination of education and cybersecurity/governance experience
  • Demonstrated ability to build and operationalize centralized capabilities across multiple legal entities or organizational structures
  • Background building OCM or governance functions from inception
  • Experience scaling pilot initiatives into enterprise-wide programs

Nice To Haves

  • Formal training or certification in change management methodology (e.g., Prosci, Kotter, or equivalent)
  • Understanding of cybersecurity programs and operating models (e.g., NIST CSF)
  • Experience in financial services or regulated industries
  • Familiarity with internal audit, 2LOD/3LOD models, and Board-level reporting

Responsibilities

  • Design a comprehensive OCM framework aligned with RBC's enterprise security transformation objectives, organizational structure, and regulatory environment
  • Establish OCM governance standards, including decision-making frameworks, escalation protocols, and accountability structures for all change initiatives
  • Define OCM competencies, roles, and organizational structures needed to build a sustainable OCM capability within US CISO
  • Create a strategic roadmap for capability maturation, identifying dependencies, sequencing, and resource requirements
  • Develop OCM playbooks, templates, and standardized methodologies applicable across pilots, governance initiatives, and service adoption efforts
  • Provide comprehensive change management and communications support for all US CISO pilots and emerging initiatives, ensuring structured rollout and stakeholder alignment
  • Serve as the OCM thought leader advising leadership on change strategy, risk mitigation, and adoption acceleration for all major initiatives
  • Lead organizational readiness assessments across business partners, CUSO entities, and functional teams to identify adoption barriers and opportunities
  • Create comprehensive change management and communications plans tailored to pilot-specific needs while building toward enterprise standardization
  • Establish feedback mechanisms to measure stakeholder sentiment, identify resistance during pilot phases, and rapidly adapt communications and change strategies
  • Develop a centralized OCM roadmap consolidating all governance, transformation, and pilot initiatives to ensure cohesive organizational maturity and eliminate silos
  • Socialize the evolving service model to mature Global and regional ways of working, translating enterprise security frameworks into actionable guidance for diverse organizational structures
  • Define and apply "material change" criteria consistently across security-related initiatives and pilot deployments
  • Build a centralized OCM capability for product and service adoption across US legal entities, creating reusable templates, playbooks, and governance standards
  • Embed change management best practices into enterprise security governance, including security control gates and pre-deployment readiness assessments
  • Design targeted communications strategies for diverse stakeholder audiences (executives, business leaders, IT operations, compliance, security teams), tailored to pilot phases and regional contexts
  • Develop change communication artifacts including executive briefings, FAQs, training curricula, and impact assessments to support pilot adoption and service model maturation
  • Facilitate cross-functional collaboration sessions to align on change objectives, risks, dependencies, and mitigation strategies
  • Maintain an OCM reference library with framework documentation, pilot artifacts, service adoption templates, and lessons learned to support organizational learning and scaling
