About The Position

Butler Metropolitan Housing Authority (BMHA) is seeking an innovative, strategic, and entrepreneurial leader to serve as our Senior Manager of Organizational Development. This newly elevated leadership role offers a unique opportunity to help transform a traditional public housing authority into a diversified organization focused on housing, real estate development, asset management, community investment, and long-term economic impact. Working directly with the President & CEO and executive leadership team, you will lead organizational transformation initiatives, drive workforce and leadership development, strengthen operational effectiveness, and spearhead the creation and growth of BMHA-affiliated subsidiary organizations and new business ventures. Requirements

  • Bachelor's degree in Public Administration, Business Administration, Organizational Development, Human Resources, Organizational Leadership, Urban Planning, Economic Development, Nonprofit Management, or a related field.
  • Minimum seven (7) years of progressive leadership experience in organizational development, strategic planning, project management, business operations, public administration, housing, nonprofit management, or related fields.
  • Minimum three (3) years of supervisory experience.
  • Demonstrated success leading organizational change initiatives and managing complex projects.

  • Professional certifications such as PMP, SHRM-SCP/CP, Lean Six Sigma, Certified Change Management Practitioner, Certified Public Manager (CPM), or Certified Economic Developer (CEcD).

Responsibilities

  • Lead agency-wide organizational development initiatives that improve culture, performance, engagement, and effectiveness.
  • Support implementation of BMHA's strategic plan and long-term transformation agenda.
  • Develop performance metrics, dashboards, and accountability systems to measure organizational success.
  • Facilitate organizational assessments and recommend improvements to structures, systems, and processes.
  • Lead change management initiatives and support successful adoption of new programs and operating models.
  • Lead the development, launch, and management of BMHA-affiliated nonprofit, instrumental, and business entities.
  • Develop business plans, financial projections, feasibility studies, and operational strategies for new ventures.
  • Identify opportunities for revenue diversification and sustainable enterprise growth.
  • Establish governance structures, policies, and operational frameworks for affiliated organizations.
  • Support ventures focused on real estate development, asset management, property management, workforce development, community development, and related services.
  • Manage complex, cross-functional projects from concept through implementation.
  • Coordinate efforts among departments, consultants, contractors, and external stakeholders.
  • Drive operational modernization, process improvement, and organizational efficiency initiatives.
  • Prepare executive-level reports, presentations, and strategic recommendations.
  • Help build a high-performing organization through leadership development and succession planning.
  • Coach managers and emerging leaders.
  • Promote a culture of innovation, accountability, continuous improvement, and customer service excellence.
  • Support employee engagement and workforce planning initiatives.
  • Build strategic relationships with local governments, educational institutions, nonprofits, developers, businesses, and community stakeholders.
  • Represent BMHA at meetings, conferences, and industry events.
  • Identify partnership, grant, and funding opportunities that advance organizational goals.
