About The Position

The Senior Health & Safety Manager is responsible for developing, implementing, and overseeing comprehensive health, safety, and environmental (HSE) programs within an energy-sector environment. This role ensures a safe, compliant, and proactive safety culture that protects employees, contractors, the public, and the environment. The Senior Health & Safety Manager provides strategic guidance, technical expertise, and leadership on all matters related to occupational health, safety, and regulatory compliance across energy generation, distribution, and infrastructure operations.

Requirements

  • Bachelor’s degree in safety management, Industrial Hygiene, Occupational Health, or a related field
  • Minimum 7+ years of progressive experience in HSSE management, preferably in utilities, industrial, or technical operations.
  • Canadian Registered Safety Professional Designation
  • Experience working in a unionized environment.
  • Proven experience conducting safety audits and rolling out policies/procedures.
  • Significant experience with incident management, including supporting and leading investigations.
  • Valid Ontario Driver’s License class ‘G’ or better with a clean abstract
  • Experience with SALUS or similar safety management platforms.
  • Strong knowledge of ON/PEI safety legislation, WSIB/WCB processes, and regulatory reporting.
  • Competency in risk assessments, corrective action planning, and investigation methodologies.
  • Ability to interpret and apply safety standards, procedures, and compliance requirements.
  • Demonstrated commitment to a respectful, collaborative, safety-first culture.
  • Communicates clearly, builds trust, and encourages open reporting.
  • Models accountability, integrity, and continuous improvement.

Nice To Haves

  • Familiarity with safety management systems (SMS) and ISO standards (e.g., ISO 45001) is an asset.
  • Familiarity with environmental management systems and ISO standards (e.g., ISO 14001) is an asset.

Responsibilities

  • Leads and develops a high-performing HSE team, fostering accountability, professional growth, and consistent application of standards across the organization.
  • Champions a strong safety culture through visible, value-based leadership in a unionized environment; maintains site presence and availability for critical incidents.
  • Sets the strategic direction and governance of Enwave’s HSE program, including ISO-aligned standards, policies, procedures, and contractor HSE management.
  • Establishes and governs a formal Management of Change (MoC) framework, ensuring operational, organizational, and technical changes are risk-assessed, controlled, and communicated.
  • Provides enterprise oversight of regulatory compliance, audits, and assurance activities; serves as executive authority for WSIB/WCB claims and all regulatory notifications.
  • Leads major incident investigations and validates classifications, ensuring rigorous root cause analysis, learning, and effective corrective actions.
  • Oversees occupational hygiene and high-risk programs, including cooling tower and Legionella risk management, and integration with safety-in-design initiatives.
  • Drives performance through KPIs and leading indicators, translating insight into strategic risk-reduction initiatives and continuous improvement.
  • Supports executive and Board oversight through clear, credible quarterly HSE reporting.
  • Leads HSE capability building through training, legislative monitoring, Lessons Learned, and enterprise safety communications.
