The Senior Manager - Facilities Operations and Protective Services reports to the Executive Director - Facilities and ensures the College’s learning and working environments are safe, functional, and well-maintained. This role provides strategic operational leadership for daily services like custodial, caretaking, waste and recycling, grounds, snow removal, shipping/receiving, and mailroom functions across all College locations. It also oversees campus protective services to ensure a secure environment and effective incident response, ensuring compliance with all applicable legislation, regulations, codes, and safety standards. Through proactive planning, problem-solving, and collaboration, the position contributes to a safe, efficient, and responsive campus environment.

Requirements

  • Post-secondary 4-year degree in Operations Management, Facilities Management Administrator, Business, Public Administration or related field; a combination of related education and work experience with relevant certification(s) may also be considered.
  • Minimum 7 years related experience overseeing complex facilities operations, vendor management, site security, and multi‑disciplinary teams.
  • Leadership experience within a large institutional environment (such as education, healthcare/hospital systems, police or public safety organizations) or a large private enterprise.
  • Demonstrated success managing high‑value, mission‑critical contracts from procurement through execution, consistently delivering services/projects on time, within budget, and aligned with organizational standards, regulatory requirements, and stakeholder expectations.
  • Deep expertise in emergency preparedness and response, including development of emergency action plans, coordination with internal and external agencies, and leading incident response operations for facility, security, and life‑safety events.
  • Comprehensive background in building and infrastructure operations, including maintenance programs, asset lifecycle planning, and compliance with building codes, occupational health and safety standards, and environmental regulations.

Responsibilities

  • Develops and oversees operational standards, policies, and procedures for custodial services, waste and recycling programs, ground maintenance, and shipping/receiving and mailroom operations across all campuses.
  • Provides oversight and accountability for custodial, waste/recycling, portering, grounds maintenance, and snow removal contracts, ensuring service quality and compliance.
  • Ensures contracted work meets service expectations and ensures the timely resolution of identified hazards/deficiencies.
  • Monitors campus conditions to ensure cleanliness, safety, and compliance, escalates issues as required.
  • Provides daily supervision, scheduling, and performance oversight for all Facilities Operations and contracted personnel, including custodial services, grounds maintenance, waste and recycling management, shipping, distribution, and mail room services across all campuses.
  • Manages campus-wide receipt and distribution, and tracking of goods and materials.
  • Monitors budgetary expenditures and ensures contract terms are met.
  • Responds to operational concerns and assigns work orders to maintain safe, functional, and well-presented facilities.
  • Manages Campus Security Supervisors and contracted security personnel.
  • Provides 24/7 guidance and consultation on public safety, security operations, and parking enforcement.
  • Oversees Special Constable operations including arrest, detention, and transfer procedures.
  • Develops recommendations for new/or revised campus security operational standards, level of service, policies, procedures or programs.
  • Monitors ongoing industry developments in technologies and processes for campus security operations to promote identification, research and adoption of best practices.
  • Develops security policies and procedures aligned with municipal, provincial, and federal legislation as related to public safety, security and criminal issues and prepares security services standing orders consistent with such policies and procedures.
  • Liaises and communicates with the college community by explaining college policies and procedures, municipal statutes, federal and provincial acts and regulations related to public safety, security and criminal issues.
  • Coordinates investigations into alleged violations of college policies and prepares reports with recommended resolution.
  • Reviews and circulates, as necessary, daily security reports and takes appropriate action and/or follow-up to ensure incidents are resolved appropriately.
  • Oversees overall security operations to ensure compliance with expected service delivery.
  • Ensures effective operation of security alarm systems, closed circuit television systems and all other security equipment and systems.
  • Oversees confidential distribution of security access codes and cards.
  • Plans and prioritizes departmental activities to support college strategic and operational objectives.
  • In consultation with the Executive Director, develop and administer the departmental budget and operate within allocated resources; ensures the efficient use of human, fiscal and physical resources.
  • Identifies capital equipment needs and develops acquisition plans to ensure compliance with codes and regulations.
  • Collaborates with Facilities teams to coordinate maintenance, repairs, environmental, and safety initiatives.
  • Assists the Executive Director in the development of strategic plans for the department that is aligned with the College’s directions and requirements.
  • Develops standards and policies for the deployment, maintenance, and use of the College’s Security Incident Management System (D3) and parking enforcement system (AIMS).
  • Oversees the input and updates of incident reports and records.
  • Provides guidance on office, classroom, public‑space, and facility relocations, expansions, and redesigns, ensuring alignment with CPTED principles, public safety and security strategies, and the effective placement of security and surveillance systems.
  • Identifies and develops plans for the acquisition of capital equipment complying with applicable legislation, regulations, codes, and standards.
  • Develops and administers the Campus Security budget and operates within allocated resources.
  • Develops, implements and maintains an effective and comprehensive security service at all College facilities (currently includes London, Simcoe, St. Thomas & Woodstock Campuses and related locations, including the London Campus student residences).
  • Activities, monitor service delivery, ensure adherence to contractual obligations, and maintains strong collaborative relationships to support organizational resilience and technical excellence.
  • Assists the Executive Director with the strategic planning, development, and implementation of the College’s Corporate Emergency Plan, including emergency preparedness, emergency response and business continuity.
  • Leads implementation, maintenance, and execution of the College’s Emergency Plan, including communication and training.
  • Assists the Executive Director with the coordination of all emergency response measures and activities in the event of an incident.
  • Liaises with the College community, external agencies, other colleges and institutions to research and assist with the development of appropriate preparedness and response procedures, including prevention programs.
  • Manages the Student Emergency Response Team program, including training, coordination, and academic/community partnerships.
  • Provides strategic oversight and stewardship of daily campus operations to ensure continuity of services and optimal facility performance.
  • Ensures the delivery of a comprehensive, integrated protective services program that safeguards the college community and its assets.
  • Provides direction and guidance to support staff, determining priorities and work assignments.
  • Ensures staff receive required training, including occupational health and safety programs.
  • Analyzes operational data and prepares reports to support decision‑making and continuous improvement.
  • Contributes to a safe work environment by supervising departmental activities within the context of the College's Corporate Health and Safety Management System (CHSMS) and consistent with college strategic direction and regulatory requirements.
  • Develops and delivers guidance, training, and support resources on public safety, security protocols, and emergency response.
  • Liaises with local police, law enforcement agencies and other area Colleges and Universities regarding workplace violence prevention, campus watch and crime stoppers programs.
  • Analyzes crime and security data to identify trends and recommend preventive measures.
  • Develops security alerts, crime prevention materials, and public safety communications for the College community.
