About The Position

The Senior Manager, Elections Operations & Governance, advances the IEEE Annual Election by working with key leaders, volunteers, and staff to deliver a secure, transparent, and continuously improving IEEE Annual Election experience. This role supports the Election Oversight and Tellers Committees and their programs through comprehensive management, evaluation, and continuous improvement. The role oversees large campaign events and election communications, reviews allegations of election-related misconduct, and advises on elections and candidate campaign programs across IEEE. This person serves as a subject-matter expert in end-to-end election management, related technology, and governance. This position requires strong program management capability, governance fluency, excellent communication skills, and the ability to manage sensitive and confidential information. The Senior Manager reports to the Senior Director of Governance and manages two or more direct reports, with matrix influence across the organization.

Requirements

  • Bachelor's degree or equivalent experience in a related field such as communications or business administration, and/or equivalent relevant experience
  • 7-10 years of experience working in a professional office environment
  • Employment in professional society or non government organization
  • Experience with project management skills, budgeting and forecasting and familiarity working with and interpreting governing documents/policies
  • Project management knowledge
  • Experience creating, editing, and maintaining governing documents/policies
  • Demonstrated success with committee management and volunteer/stakeholder engagement
  • Strategic thinker with strong execution discipline
  • Ability to work effectively in cross-functional/solution-oriented teams.
  • Excellent verbal and written communication skills; strong motivational skills to empower the volunteer committee.
  • Outstanding organizational skills, ability to manage several projects under tight deadlines.
  • Highest degree of professionalism when handling sensitive and/or confidential matters.
  • Technologically savvy; proficiency with MS Office Suite

Responsibilities

  • Works with suppliers and stakeholders to identify and execute cost and performance improvement strategies.
  • Collaborates with volunteers and staff to refine election strategy, develop new initiatives, and strengthen IEEE's election-related governance.
  • Assists the Sr. Director with strategic initiatives, policy development, and procedure creation for assigned committees and programs.
  • Leads and improves elections-related special projects as assigned to deliver high-quality programming.
  • Oversees the day-to-day operations of the IEEE Annual Election, coordinating with leadership, candidates, staff, and external vendors including the annual election ballot vendor.
  • Partners with IEEE Information Technology (IT), Creative Services, IEEE.tv, the Contact Center, and others to produce accurate, appealing annual election materials (e.g., candidates' web pages, ballots, videos) and ensure member support.
  • Leads the development of the elections communications plan; oversees the content creation and updates to election webpages; partners with OUs to ensure alignment.
  • Oversees candidate activities including the President-Elect Campaign forums, invitations for presentations and publications, travel budgets, expense reports, and negotiations with candidates and volunteers.
  • Advises OU leadership and staff on elections, and advises and assists with OU candidates’ campaign programs to ensure adherence to governing documents.
  • As Staff Secretary to the IEEE Election Oversight Committee (EOC), develops agendas, prepares and distributes materials, manages follow-up, and coordinates meetings.
  • Facilitates the EOC's responsibilities in adjudicating election-related matters, provides guidance and high-level support, ensures timely resolution of all electioneering issues, and tracks and reports outcomes.
  • Manages two direct reports and a matrix report; builds a performance-oriented, accountable team culture; oversees performance planning, appraisal, and career-pathing.
  • Advises other staff working on elections-related projects.
  • Provides coaching, guidance, and development opportunities to strengthen governance and elections expertise across the team.
  • Oversees the staff responsible for the Tellers Committee, the candidate Campaign Program, and electioneering reports.
  • Co-develops and manages departmental budgets, financial forecasts, and vendor contracts.
  • Reviews and analyzes processes and procedures; recommends improvements to enhance elections-related governance efficiency, program impact, and technology utilization.
  • Manages additional activities and projects as assigned to support organizational goals.
