Our Capital Project Group within GO/UP is looking for two Senior Managers, Construction Management Field to join the team! Reporting to the Director, Construction Management Field, you will work within the Corridor Delivery Teams and interface closely with Contractors on the GO Expansion program. You will use you experience in health and safety, work planning, quality and site supervision to drive a culture of best-practice construction management on GO Expansion. You will proactively collaborate and maintain a one-team mindset with the Project Delivery Teams (PDTs) and Contractors to understand the work scope, manage work plan review cycles, and work with the teams to develop a best-for-department organization field construction management approach.

Requirements

  • Bachelor’s degree or diploma in an Engineering or Construction Management, Planning, or Architecture field or a related field, specialized certification, or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive leadership experience focused on providing comprehensive field/on-site construction management services and support associated with the planning, designing and constructing transit facilities, station infrastructure, and related works on public transit/light/heavy rail operations and transportation engineering, preferably in the public sector and/or unionized environment.
  • Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices.
  • Proven ability to effectively lead a field construction management team by engaging, motivating, and coaching.
  • Experience as a construction manager in the rail sector, i.e., stations, tracks, bridges, overhead catenary systems, signalling and communications.
  • Comprehensive experience in construction management, contracts administration, fieldwork, and construction inspections.
  • Must have demonstrated experience effectively relaying and receiving critical and technical information (written and verbal) to varied audiences.
  • Expert ability to work collaboratively in a structured, disciplined, technology-driven environment.
  • Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence.
  • Established ability to take ownership to identify, solve and overcome challenges while keeping others abreast of developments.
  • Proficient in Microsoft Office Suite.
  • Seasoned in relevant construction-related software applicable to the area of specialty.
  • Expert knowledge of tools and metrics needed to evaluate project performance.
  • Valid Ontario Class G driver’s license is required to travel to various site locations. Must meet and maintain the corporate standard for a good driving record.

Nice To Haves

  • Experience in front-line railway operations and/or applied track engineering is an asset.
  • Canadian Rail Operating Rules (CROR) certification and/or qualification
  • A valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO)
  • Valid Ontario Association of Certified Engineering Technicians and Technologists
  • Environmental, safety (such as OSHA), and/or regulatory transportation courses or certifications

Responsibilities

  • Proactively collaborate with the leadership of the assigned portfolio of projects to ensure we have a single vision for excellence in construction management.
  • Act as core liaison and coordinates with Metrolinx Health & Safety (H&S) to act as a safety leader across an assigned department of delivery works.
  • Support development of project strategies while providing overall administrative and technical leadership and oversight to multiple corridor project activities to ensure coordination of efforts and successful completion.
  • Plan, set objectives and controls activities during the construction phase of the corridor project in conjunction with Managers and project teams.
  • Identify and mitigate construction resources and other constraints, lead resolutions to ensure minimal disruption to schedules and project milestones.
  • Recommend and implement changes to program delivery plans and identifies areas of improvement to be put forward to relevant areas in business and operating processes.
  • Coach a team of construction staff to provide reviews of requirements of the construction methodology work plans, risk assessments, and relevant permits to an approved standard before work activities commence.
  • Develop an analysis of project construction progress gathered through meetings, reports, contractor submission reviews, and schedules.
  • Formulate and review constructability reports and coordinates with the Construction Management Office (CMO) team on constructability reviews across the assigned portfolio of projects.
  • Monitor and promote effective staff communication with internal and external stakeholders to support project construction activities.
  • Monitor risks, constraints, and contingencies to avoid additional project construction costs, penalties and delays and makes recommendations regarding investments and risks.
  • Prepare detailed program reports and provide input to project staff, preparing reports and proposals in response to Board and senior management requests and emerging legislative and regulatory requirements.
  • Represents the field construction management at meetings with stakeholders, such as consultants, vendors, Metrolinx executives, and senior management, to provide construction input and expertise associated with major service improvement projects or service extensions.
  • Monitors the field construction management team’s performance and reviews and revises mandates, reporting structures, and other systems to meet departmental, divisional, and corporate goals.
  • Provides senior leadership oversight and direction to a team of staff engaged in the assigned program delivery portfolio for value management and optimization, training, and resource development.
