About The Position

You will be part of the RBC Compliance Surveillance Team, which is a core, global, second-line-of-defense function within Compliance that works closely with the first-line and the third-line (Internal Audit) and other second-line functions as part of an integrated controls framework. It performs routine (mostly automated), post-event monitoring of trading activity and communications (electronic and voice) for controlling and mitigating specific relevant risks (e.g. market abuse and manipulation) associated with the supported Capital Markets and Wealth Management businesses. The Senior Manager, Communications Surveillance will lead, manage and a team of communication surveillance specialists who are responsible for conducting daily, weekly, and monthly reviews of communications surveillance alerts focusing on detecting potential market and business misconduct for applicable business lines in Canada.

Requirements

  • Minimum 5 to 7 years of related work experience at a financial institution and/or regulated securities dealer/and or securities regulatory body.(eg. Compliance, Risk Management, Audit)
  • Minimum 2 years of people management experience.
  • Strong knowledge of regulatory and compliance requirements for wholesale and/or retail investment dealers. (Eg. CIRO, OSC requirements, Exchanges requirements)
  • Strong understanding of Capital Markets/Wealth Management business lines and roles of participants.
  • Outstanding leadership, communication, analytical and problem-solving skills.
  • University degree

Nice To Haves

  • Some degree of comfort with technology and a functional understanding of how technology can be applied to communications surveillance solutions.
  • Capital Markets/Wealth Management front office experience.

Responsibilities

  • Lead a team of 5 communication surveillance analysts to execute the communications surveillance program effectively to address applicable regulatory requirements and RBC polices.
  • Ensure communications surveillance reviews are completed in accordance with Surveillance Procedures, RBC policies and regulatory requirements.
  • Collaborate with the global team in its responsibility for the development, enhancement, and maintenance of the communications surveillance program in Canada and globally.
  • Continuous assessment communications surveillance techniques, ensuring coverage is focused and risk based in line with regulatory requirements, expectations, and guidance and in line with RBC’s business operations.
  • Identify potential areas of risk (financial, reputational, and regulatory) or surveillance trends that may lead to preventative or proactive projects.
  • Present to senior management potential issues as they arise, make recommendations with regards to courses of action.
  • Work with to ensure systems and tools supporting the markets surveillance program meet compliance requirements.
  • Help develop and maintain up-to-date surveillance policies and procedures for communications surveillance scenarios.
  • Assist in responding to external or internal audit issues: develop, manage, implement, and govern action plans dedicated to making appropriate modifications to correct the issue(s).
  • Ensure team is fully staffed, trained and cross-trained for adequate coverage during any absences.
