About The Position

Leidos is seeking an experienced and strategic leader to serve as Senior Manager, Business Strategy & Program Development. Reporting to the Executive Director, this role will lead the long-term strategy, design, evolution, and performance of Hawaiʻi Energy's business programs and emerging initiatives. This role oversees the growth and expansion of Hawai‘i Energy programs while supporting current programs to meet our goals and objectives defined by the Public Utilities Commission (PUC). Working closely with senior leadership, regulatory stakeholders, and cross-functional teams, the Senior Manager will oversee the development of innovative energy efficiency, demand flexibility that advance Hawaiʻi's clean energy goals. The position will ensure that programs remain responsive to customer needs, regulatory priorities, and changing market conditions while driving organizational alignment and operational excellence. This leader will be responsible for translating strategic priorities into actionable program plans, guiding program managers and Energy Advisors, and serving as a key representative in communications with our contract manager, regulators and external stakeholders. While the role oversees business program reporting and performance management activities, responsibility for producing reports may reside within supporting teams.

Requirements

  • Bachelor's degree in business, engineering, environmental science, public policy, economics, or a related field.
  • Eight to twelve years of relevant professional experience in program management, strategic planning, energy efficiency, utility programs, consulting, or related industries.
  • Demonstrated success designing, implementing, and evolving complex programs or portfolios.
  • Experience managing multidisciplinary teams and influencing outcomes across multiple functional areas.
  • Strong understanding of energy efficiency, demand-side management, demand response, electrification, or related clean energy initiatives.
  • Experience working with regulators, government agencies, utilities, or other external stakeholders.
  • Exceptional strategic thinking, analytical, and communication skills.
  • Executive presence and the ability to present effectively to senior leaders, regulators, and external audiences.
  • Experience with performance management systems, forecasting, and data-driven decision making.

Responsibilities

  • Lead the development, evolution, and long-term strategy of Hawaiʻi Energy's business programs, including small business, commercial refrigeration, industrial, new construction, demand flexibility, and emerging initiatives.
  • Identify and evaluate new program opportunities, market needs, technologies, and delivery models to support Hawaiʻi's clean energy objectives.
  • Develop innovative solutions and program enhancements that improve customer and contractor participation, energy savings, and overall portfolio performance.
  • Translate organizational strategy into measurable initiatives, goals, and implementation plans across multiple program areas.
  • Monitor industry trends, national best practices, and regulatory developments to inform program direction.
  • Oversee a portfolio of business programs spanning multiple sectors and technical disciplines.
  • Provide strategic guidance to program managers, energy advisors, and technical staff responsible for day-to-day execution.
  • Ensure alignment between program performance, financial targets, customer outcomes, and contractual commitments.
  • Lead performance reviews, portfolio assessments, and strategic planning efforts to identify risks and opportunities.
  • Partner with finance, market transformation, marketing, and residential operations teams to improve cross team coordination and customer experience.
  • Serve as a senior point of contact with the Clean Energy Allies, Energy Efficiency Manager, Hawaiʻi Public Utilities Commission, Hawaiian Electric, and other key stakeholders.
  • Support the development and communication of strategic plans, performance reporting, and regulatory filings, while leveraging internal subject matter experts and support teams.
  • Present program strategies, performance results, and recommendations to regulators, leadership, customers, and industry partners.
  • Ensure program compliance with contractual obligations and regulatory requirements.
  • Provide leadership, mentorship, and professional development to energy advisors and cross-functional teams.
  • Foster a culture of accountability, innovation, collaboration, and continuous improvement across the organization.
  • Guide organizational decision-making by evaluating program performance, market conditions, and emerging opportunities.
  • Support workforce planning, organizational design, and resource allocation to achieve long-term objectives.
