About The Position

Reporting to executive leadership within Financial Crime Risk Management, the Senior Manager, Business Efficiency Enablement & Delivery Governance is accountable for enterprise‑level oversight and enablement of business‑led efficiency tooling, ensuring solutions deliver immediate value to business users while remaining aligned with TD’s risk, control, audit, and governance frameworks, and long‑term strategic direction. This role operates as a Senior Manager and strategic integrator, responsible for shaping how tactical, interim tools and workflow solutions are designed, governed, tested, and adopted by Canadian business partners within FCRM- particularly where global strategic platforms are planned but not yet available. In addition, this role provides people leadership for a small, specialized team of technical and delivery enablement resources, accountable for supporting the design, build, testing, and operationalization of business‑led efficiency solutions. The Senior Manager sets clear direction, priorities, and performance expectations for this team, while ensuring work is delivered in a manner consistent with TD’s risk appetite, control standards, and delivery practices. The role carries material accountability for judgment, influence, and risk stewardship, and requires regular engagement with senior leaders, global functional partners, and control stakeholders. While the role does not require hands‑on development, it demands deep fluency in the technology delivery lifecycle, strong credibility with technology and development teams, and the ability to effectively lead and direct technical resources through influence, prioritization, and sound delivery judgment. This position is not a large‑scale IT program role. It exists to ensure that rapid business enablement is achieved without introducing unmanaged risk, technical debt, or fragmentation, and that interim solutions are consciously designed to transition to global strategic replacements.

Requirements

  • Extensive experience in business enablement, delivery governance, or enterprise‑level project / initiative oversight within large, complex, regulated organizations.
  • Demonstrated ability to influence across functions, including technology, risk, and global partners.
  • Strong understanding of technology delivery lifecycles, controls, and operational impacts (without requiring hands‑on development).
  • Proven ability to operate effectively in ambiguity and make sound, defensible decisions.
  • Strong interest in technology‑enabled business efficiency and automation.
  • Undergraduate degree required.

  • Exposure to AI, analytics, or machine‑learning‑enabled solutions is an asset; strategic assessment capability is more important than technical depth.

Responsibilities

  • Provide enterprise‑level oversight of business‑facing efficiency tooling used across FCRM and partner functions.
  • Ensure tactical solutions deliver clear business value while protecting TD from operational, regulatory, and reputational risk.
  • Exercise independent judgment to balance speed, control, and long‑term sustainability.
  • Set expectations and provide oversight for multiple concurrent, business‑led tooling initiatives.
  • Guide scope definition, delivery approach, and sequencing in partnership with business owners and development teams.
  • Act as a senior escalation point for delivery, dependency, or risk issues that require cross‑functional resolution.
  • Oversee and lead a highly complex and diverse reporting function for an area of significant risk, complexity or scope while growing talent, developing skills and capabilities to achieve career goals, support project / initiative success and achieve business results
  • Lead a high performing team; provide on-going feedback and performance reviews, coach and develop employees and ensure performance management activities are undertaken and completed for all employees
  • Provides coaching, mentorship and guidance to practitioners, business, executives within area of expertise
  • Manage employees in compliance with all human resources policies, procedures, and guidelines of conduct
  • Operate as a trusted thought partner to executives and senior leaders across FCRM and partner functions.
  • Influence outcomes through strong relationships, credibility, and sound judgment rather than formal authority.
  • Model TD leadership behaviors and act as a steward of TD’s risk culture.
  • Define and apply audit‑defensible, proportionate governance frameworks for tactical and interim solutions, consistent with TD control standards.
  • Ensure decisions related to interim tooling are: Documented and defensible, Transparent to control partners, Explicitly positioned relative to strategic roadmaps
  • Lead engagement with Internal Audit, Risk, and Compliance partners where tooling introduces new risk considerations.
  • Establish expectations for robust, risk‑based testing and validation, appropriate to the nature of the solution.
  • Ensure solutions are operationally viable, clearly owned, and understood by business users.
  • Confirm that interim tooling includes clear transition or decommissioning paths tied to global strategic delivery.
  • Act as a senior Canadian representative in discussions with Global functional and technology partners.
  • Ensure Canadian business requirements, constraints, and regulatory expectations are clearly articulated and considered.
  • Influence global direction by grounding discussions in operational reality and control requirements.
  • Ensure local enablement efforts do not undermine or pre‑empt global strategy.
