About The Position

The City of Elk Grove is seeking an experienced Senior Management Analyst to join the Finance Department. This position is responsible for performing complex analytical, operational, financial, and programmatic assignments in support of departmental and organizational initiatives. Reporting directly to the Finance Director, the ideal candidate will possess progressively responsible experience in financial analysis, organizational improvement, compliance oversight, project management, and operational support. The ideal candidate will be a highly skilled problem solver with experience in grants administration, procurement coordination, ERP systems, policy development, process improvement, and strategic project implementation. Presenting information to executive leadership, committees, and the City Council are required as part of this position. The successful candidate will demonstrate strong analytical and communication skills, the ability to manage complex assignments independently, and the ability to collaborate effectively across departments. The ideal candidate will also be innovative, adaptable, and capable of identifying opportunities to improve organizational efficiency, strengthen internal controls, and modernize business practices.

Requirements

  • Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field
  • Four (4) years increasingly responsible administrative, financial, or budgetary experience

Responsibilities

  • Leads, oversees, reviews, and participates in the work of staff performing analytical and administrative support functions of the assigned department or division; assumes responsibility for the workflow and assignments for assigned work unit, ensuring that work is consistent with quality standards, and timeline expectations are met.
  • Performs the more complex work assignments for the classification series for which there are little or no directly related policies, procedures, or past practice which requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.
  • Provides input for personnel decisions such as performance evaluations, promotions, hiring, and disciplinary actions.
  • Assists in the development and implementation of goals, objectives, policies, and priorities for Citywide programs and initiatives; researches, implements, and administers policies, procedures, and changing business practices and processes for assigned programs and projects; coordinates, structures, and oversees ongoing or special programs as assigned.
  • Plans, coordinates, and evaluates assigned programs or projects; identifies and projects consequences of proposed actions and implements recommendations in support of goals; organizes and prioritizes timelines and project schedules.
  • Participates in the budget development and administration for assigned area(s) of responsibility; provides recommendations for project and program budgets; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts and feasibility studies.
  • Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; prepares requests for proposals (RFPs); assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.
  • Reviews and revises project specifications and contracts; verifies bid schedule quantities and technical specifications; collaborates with risk management, legal, city clerk, and purchasing officer to bid projects; responds to contractors; reviews all bid submissions; communicates bid approvals.
  • Performs a variety of professional level research, administrative, operational, financial, legislative and grant proposals, and analytical duties in support of programs and functions within the City Manager’s Office; performs duties in support of various administrative operations and activities within assigned area of responsibility including special projects, research studies, budget analysis, and other specialized functions.
  • Assists in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations.
  • Provides assistance to management staff; this includes the preparation and presentation of staff reports and other correspondence when necessary and appropriate.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in business and public administration and issues related to area of assignment; responds to and resolves difficult and sensitive complaints and inquiries from members of the public.
  • Provides training to City staff on the principles, methods, and resources of data research, analysis, and reporting in support of the programs, operations, and activities of all City departments; collaborates with Information Services staff on the availability and enhancement of the City’s data resources.
  • Leads training workshops on performance management.
  • Prepares agenda items; makes presentations to the City Council and other committees as; represents the City or a department in a wide variety of meetings with local community groups, professional associations, and other local entities as.
  • May serve as liaison to assigned City Commissions/Committees.
