About The Position

This recruitment is for the Senior Management Analyst position within the Fire Department. This position reports to the Fire Chief and supports the City's fire department by providing critical research, data analysis, and administrative support to optimize fire and emergency response services. The Senior Management Analyst will provide administrative and financial analysis including managing the fire department’s budget, grants, vendor contracts and performance metrics to support department leadership. Highly qualified candidates will have an understanding of federal, state, and local grant opportunities related to fire and emergency medical services, mutual aid and automatic aid agreements and the reimbursement process when local government resources are deployed to state and federal incidents, and an understanding of fire department operations and emergency management. The City of Santee Fire Department consists of 10 full-time Emergency Medical Technicians, 21 part-time Emergency Medical Technicians, 15 Firefighter Paramedics, 12 Fire Engineers, 12 Fire Captains, and 3 shift Battalion Chiefs between its 3 fire stations. This position will work in the Fire Administration office at Santee City Hall, which also houses the Fire Chief, Deputy Fire Chief, Administrative Battalion Chief, Fire Marshal, Fire Inspector, Administrative Secretary, part-time Administrative Secretary and part-time Office Assistant. Under the direction of the Fire Chief, this mid-management, at-will position performs a broad range of complex administrative, analytical and technical duties requiring a complete knowledge of departmental policies and procedures related to functions such as research, grants, management audit and analysis, project analysis and monitoring, and personnel and risk management. This class is distinguished from that of Management Analyst by the complexity of analytical assignments, consequence of error, responsibility to obtain objectives, greater independence with which an incumbent is expected to operate, and the direct supervision of administrative, technical and/or clerical staff. This is a non-telecommuting position.

Requirements

  • A Bachelor's degree in Public Administration, Business Administration, Economics or related field
  • Four (4) years of progressively responsible and recent full-time experience performing complex administrative, analytical and technical duties
  • Qualifying work experience as described above may be substituted for education on a year-for-year basis
  • Possession of, or ability to obtain, a valid Class C California driver's license at time of appointment
  • A safe driving record is required and must be maintained during period of employment

Nice To Haves

  • Public sector experience is highly desirable
  • Full-time experience working in a fire department administration office is highly desirable
  • Familiarity with fire service operations and emergency management is highly desirable

Responsibilities

  • Compiles and analyzes data
  • Assists in the development of goals, objectives, policies and priorities for the organizational function to which assigned
  • Makes recommendations on the formulation of policy and procedures, staffing and organizational requirements
  • Supervises surveys and performs research and statistical and financial analyses on complex administrative, fiscal, personnel and operational issues
  • Develops recommendations for solutions to administrative, management and operational problems
  • Coordinates and implements the installation of new and revised programs, systems, procedures and methods of operation
  • Develops, coordinates and monitors the departmental budget
  • Coordinates the research, development, review and preparation of grant applications and monitor existing programs for compliance with regulations
  • Coordinates, reviews, processes and maintains records on departmental personnel transactions
  • Coordinates, reviews, and administers agreements with outside consultants or contractors
  • Supervises administrative, technical and/or clerical staff, including writing performance evaluations and performance management responsibility
  • Performs related duties as assigned
