About The Position

E-Logic, Inc. is seeking a Senior Management Analyst to provide senior-level analytical and program management support directly to the Program Manager and Deputy Program Manager of a U.S. Navy major surface combatant shipbuilding program office. This is an on-site position at the Washington Navy Yard. The analyst will lead program office operations support, program planning and integration, program monitoring and control, and preparation of senior leadership and Congressional products. This position is contingent upon contract award.

Requirements

  • Bachelor's or advanced degree in a business or technical field
  • More than 15 years of experience in engineering/science management, operations research analysis, or financial/cost analysis
  • Significant experience in U.S. Navy programs or operations
  • Supervisory experience
  • Experience communicating with SES and Flag-level personnel
  • Proven ability to support contracts efficiently and cost-effectively
  • Excellent writing, briefing and analytical skills
  • U.S. citizenship required
  • Active Secret security clearance required
  • Must be eligible for access to Naval Nuclear Propulsion Information (NNPI)
  • Must obtain and maintain a CAC and Navy system access
  • Must complete required training, including Antiterrorism Level I, OPSEC, Cyber Awareness, Counterintelligence Awareness, Derivative Classification, CTIP and PII
  • Must protect classified information, CUI and PII in line with Government requirements

Nice To Haves

  • Experience supporting a NAVSEA or PAE program office front office
  • Experience with Congressional engagement, budget marks and legislative tracking
  • Shipbuilding program experience
  • Knowledge of the DoW 5000 acquisition process

Responsibilities

  • Collect, review and analyze program information and make senior-level recommendations to Government leadership.
  • Define complex program problems, analyze relevant data and develop practical solutions.
  • Lead a team of analysts and administrative personnel supporting the Program Management Office.
  • Support development of program goals, objectives, execution strategies and program plans.
  • Maintain the program integration plan across all program office branches and support contractors.
  • Draft plans, concept papers, white papers and senior leadership briefings.
  • Establish and track program metrics, action items and milestones.
  • Monitor and maintain program schedules, perform critical path management, and provide impact assessments and alternatives.
  • Forecast and prepare for major program events and milestone reviews.
  • Prepare meeting agendas and minutes, and track action items.
  • Track Congressional budget deliberations, committee reports, marks, plus-ups and adds that affect the program.
  • Draft responses to Congressional Professional Staff Member, CBO, CRS and GAO requests for information.
  • Prepare responses to public affairs actions and keep backup documentation.
  • Oversee meeting coordination, document control and routing, deliverable and action-item tracking, and Integrated Data Environment (IDE) reporting.
