About The Position

You will serve as a Management & Program Analyst in the Talent Management Division of the Business Department for NAVSUP FLT LOGISTICS CNTR PEARL HARBOR. You will perform a variety of assignments pertaining to civilian personnel requirements as a liaison with NAVSUP Headquarters Human Resources Office (HRO) ensuring compliance with policies and guidance. You will be responsible for processing, tracking and ensuring data integrity for all personnel actions, to include but not limit promotions, recruitments, separations, etc., as well as tracking the progression of all RPA's and updating the database. You will be responsible for reviewing and timely processing the monthly NAVSUP HRO reports. You will be responsible for reviewing all position descriptions (PD) submitted to the Business Office in the HRO tracker for proper format, percentages assigned and correction of all information prior to submitting to the HRO. You will initiate and track all requests for personnel actions for the command in the local database.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • To qualify for the GS-11 Your resume must demonstrate one year of specialized Management and Program experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector performing all the following duties: 1) Providing high-level liaison customer service in support of all personnel actions requests within Defense Civilian Personnel Data System (DCPDS), NAVSUP HRO Tracker, and/or similar personnel systems; 2) Creating and maintaining internal controls in the local database to include personnel action tracking and correspondence files, and financial certification documentation; 3) Reviewing all position descriptions (PD) submitted to the business Office for proper format, percentages assigned and accuracy before submission to the HRO; 4) Identifying opportunities to eliminated delays, processing errors or non-value added steps in the recruitment process; and 5) Recommending process improvements to supervisors.
  • To qualify for the GS-9 Your resume must demonstrate one year of specialized Management and Program experience equivalent to the next lower grade level (GS-7) or pay band in the federal service or equivalent experience in the private or public sector performing all the following duties: 1) Initiating Requests for Personnel Actions (RPAs) for recruit and non-recruit actions within the Defense Civilian Personnel Data System (DCPDS), NAVSUP HRO Tracker, and/or similar personnel systems; 2) Processing, tracking, and ensuring data integrity for all personnel actions; 3) Coordination of new employee onboarding and Check-In / Check-out (CICO) within Total Workforce management System (TWMS) or similar personnel system; and 4) Creating and maintaining command manpower reports, providing input to data calls, and providing customer service to supervisory staff and command leadership.

Nice To Haves

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You must be able to travel on military and commercial aircraft for extended periods of time.
