About The Position

AtkinsRéalis is hiring a remote Senior Licensing Engineer Energy based out of its Oak Ridge, Tennessee office. The fuel cycle business supports the design, licensing, construction, and operation of facilities regulated under 10 CFR Part 70, including conversion, deconversion, and fuel fabrication facilities handling special nuclear material. The work is growing as the domestic fuel supply chain expands to support advanced reactor deployment. The senior engineer leads development and integration of 10 CFR Part 70 license applications for fuel cycle facilities. The role establishes the regulatory approach for assigned scope, owns application integration and quality across content prepared by multiple organizations, and provides technical direction to licensing engineers and subcontractors. It works with limited supervision, exercises independent regulatory judgment, and represents AtkinsRéalis with clients, subcontractors, and the NRC. The role leads assigned application sections and defends regulatory positions internally and with clients. It oversees application quality assurance, including alignment with NRC acceptance criteria, assumptions registers, section templates, drafting conventions, and licensing commitments. It reviews client-, subcontractor-, and contractor-furnished content for regulatory adequacy and interface alignment, resolves conflicts, and determines where bounding assumptions are appropriate and when they must be closed. The engineer prepares and defends position papers where the regulatory framework does not directly apply and leads NRC interactions, including pre-application engagement, audits, and responses to requests for additional information. The role also mentors and reviews the work of licensing engineers, ensures technical quality and timely delivery, identifies schedule or defensibility issues, and supports scoping, estimating, and proposals for fuel cycle licensing pursuits. The posting also includes a separate, less-senior Licensing Engineer Energy description. That role authors assigned application sections and supporting evaluations under senior staff direction, coordinates design and operational inputs, documents assumptions, tracks commitments and regulatory traceability, supports NRC information-request responses, and prepares licensing presentations. It receives guidance from senior licensing staff and develops toward independent ownership of application content.

Requirements

  • Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical discipline.
  • At least 7 years of relevant nuclear industry experience, with significant experience in licensing and regulatory affairs.
  • Demonstrated experience leading the technical and regulatory direction of a license application section or package, including content prepared by others.
  • Experience working directly with the NRC or another regulatory authority, including pre-application engagement or responses to requests for additional information.
  • Experience working with designers and engineers to develop safety analysis or licensing basis documentation.
  • Deep working knowledge of 10 CFR and associated NRC regulatory and industry guidance, and ability to establish and defend a regulatory position.
  • Working knowledge of the licensing framework for facilities possessing and using special nuclear material, including 10 CFR Part 70 and material control and accountability requirements under 10 CFR Part 74.
  • Ability to structure a license application against NRC acceptance criteria, including NUREG-1520 guidance, and maintain its integrity as content matures.
  • Ability to make and defend judgments about bounding assumptions where design information is conceptual or incomplete.
  • Demonstrated ability to direct and integrate licensing content prepared by multiple organizations, including subcontractors and client-furnished sections.
  • Demonstrated ability to provide technical direction, review, and mentoring to less experienced licensing staff.
  • Excellent technical writing and communication skills, including the ability to present and defend licensing positions to clients and regulators.
  • Must be a U.S. citizen and eligible to work under 10 CFR Part 810 without specific authorization; the posting separately states that U.S. citizenship is required for consideration.

  • Experience with fuel fabrication, conversion, deconversion, enrichment, or other fuel cycle operations.
  • Experience with material control and accountability under 10 CFR Part 74, physical protection under 10 CFR Part 73, or transportation under 10 CFR Part 71.
  • Experience preparing Environmental Reports under 10 CFR Part 51, or with advanced reactor fuel supply chain projects, including high-assay low-enriched uranium deconversion and fuel fabrication.
  • Experience mentoring or supervising licensing staff.
  • Professional Engineer (PE) license or other relevant nuclear industry qualifications.
