About The Position

Michael Baker International’s Housing and Community Development Practice is seeking a Senior Labor Compliance Officer to support public-sector projects and ensure compliance with applicable local, state, and federal labor standards. In this role, you will provide senior-level guidance to the Labor Compliance team by monitoring, reviewing, and reporting on compliance requirements for public works and publicly funded projects. The ideal candidate brings extensive knowledge of labor compliance regulations and hands-on experience with certified payroll reviews, prevailing wage requirements, apprenticeship standards, and workforce compliance reporting. This individual should have a strong understanding of Davis-Bacon, Section 3, HUD, and Build America, Buy America (BABA) requirements and experience supporting clients in a municipal, public agency, or consulting environment. A Remote working arrangement is available. Full-time and part-time schedules may be considered based on project needs and candidate qualifications. The selected candidate must be available to travel to project sites throughout Northern and Southern California metropolitan areas for worker interviews and project-related activities as assigned.

Requirements

Minimum 6 years of experience in labor compliance, preferably in a public agency, housing and community development, or consulting environment.
Strong knowledge of labor compliance policies, procedures, industry practices, executive orders, and regulatory requirements related to federally and state-funded projects.
Experience reviewing and auditing certified payroll records and related compliance documentation.
Working knowledge of the California Labor Code as it relates to public works projects.
Expertise with HUD, Davis-Bacon, Section 3, and Build America, Buy America (BABA) requirements.
Demonstrated ability to analyze documentation, identify discrepancies, and apply sound judgment using strong critical-thinking skills.
Ability to effectively work with government agencies, contractors, union organizations, and project stakeholders.
Strong written and verbal communication skills.
Proficiency with Microsoft Office applications, including Excel, Word, and Outlook.
Highly organized, detail-oriented, and capable of managing multiple assignments and deadlines.

Nice To Haves

Experience using labor compliance management systems such as LCPtracker, eComply, or similar platforms.
Experience supporting labor compliance activities on public works, affordable housing, community development, or federally funded infrastructure projects.
Prior experience preparing compliance reports for HUD-funded or other grant-funded programs.

Responsibilities

Audit and verify certified payroll records, fringe benefit statements, employer training contributions, and apprenticeship documentation to ensure compliance with applicable regulations and contract requirements.
Request missing, incomplete, or revised documentation and communicate directly with contractor staff to resolve issues in a timely and professional manner.
Investigate complaints of noncompliance related to prevailing wage requirements, fringe benefits, and apprenticeship standards; collect written or recorded statements and document findings.
Utilize industry-standard platforms such as LCPtracker, the California DIR website, SAM.gov, and related systems to monitor and verify timely submission of certified payrolls and supporting documentation.
Enter, maintain, and analyze project data related to payroll compliance and contractual workforce goals, including craft hours, trade classifications, local hire hours, and targeted/transitional worker hours.
Track, monitor, and report contractor-specific and project-wide Section 3 requirements and performance goals.
Maintain complete and organized electronic project files in accordance with project requirements and internal procedures.
Prepare monthly, quarterly, semi-annual, and annual compliance reports for public agencies and federal and state entities.
Conduct onsite worker interviews and reconcile interview forms with submitted payroll records.
Support special assignments and compliance-related projects as directed by department leadership.
Collaborate with internal teams, contractors, clients, public agencies, and other stakeholders to support successful project delivery and regulatory compliance.
