About The Position

Services Australia is seeking a Java Developer to support government service delivery technology and contribute to COMPASS CMIS enhancements for CPU Right-Sizing and related capacity-management automation. Working with Senior Capacity Manager(s), the Capacity Planning Services team, and Service Management & Self-Healing Automation Project stakeholders, the developer will analyse, design, build, test, and support COMPASS enhancements. The role provides specialist development capability to extend the COMPASS application, data collectors, database interfaces and design, dashboards, and reporting. This enables utilisation data to be collected, aggregated, analysed, and presented for operational decision-making. The developer will also provide technical leadership and take responsibility for the quality and functionality of software produced by their team. The initial arrangement is full-time onsite for two weeks. A hybrid work-from-home arrangement may then be considered, with usually at least two days per week onsite, from the worker’s capital city. The contract is 12 months, with extensions possible up to a maximum of 24 months. An active Negative Vetting 1 security clearance is required.

Requirements

  • An active Negative Vetting 1 security clearance.
  • Strong Java development experience, including application support, API integration, data processing, and troubleshooting in enterprise environments.
  • Experience with PostgreSQL or other relational databases, including SQL query development, data modelling, materialised views, indexing, performance tuning, and data-quality controls.
  • Practical knowledge of Linux, Windows Server, Tomcat, JDK/JRE, Maven, Git/GitLab, and deployment practices across development, test, and production environments.
  • Experience integrating monitoring, capacity, or observability data from tools such as Grafana, Elastic, Prometheus, VMware Aria, Dynatrace, or equivalent data repositories.
  • Ability to develop and support automation scripts, data collectors, scheduled jobs, and repeatable deployment or operational processes.
  • Ability to document technical designs, support arrangements, implementation steps, and knowledge-transfer material for sustainable handover.
  • Knowledge of technology-domain frameworks, legislation, policies, and procedures.
  • Understanding of relevant business systems and tools.
  • Strong communication and negotiation skills.
  • Professional presentation skills.
  • Emerging technology monitoring Level 5 (SFIA): monitor the external environment for emerging technology intelligence, assess and document organisational impacts, threats, and opportunities, and produce and share reports and technology roadmaps.
  • Methods and tools Level 5 (SFIA): advise on and promote methods and tools; evaluate, select, implement, and tailor them in accordance with standards; contribute to policies and guidelines; review their value and recommend improvements.
  • Programming/software development Level 5 (SFIA): take technical responsibility across software development stages, plan and drive construction, apply suitable methods and tools, monitor standards including security, and contribute to organisational guidance.
  • Release and deployment Level 5 (SFIA): lead release assessment, planning, risk analysis, design, scheduling, communication, and post-release reviews; ensure rollback-ready procedures and manage adoption of suitable techniques and automation.
  • Software configuration Level 5 (SFIA): take technical responsibility for configuration development and deployment, plan and drive activities, apply suitable methods and tools, monitor standards including security, and contribute to organisational guidance.
  • Software design Level 4 (SFIA): design complex applications, components, and modules using appropriate modelling and standards; balance stakeholder concerns and functional and non-functional requirements; evaluate options and trade-offs; and review designs.
  • Specialist advice Level 4 (SFIA): provide detailed advice in a specialism, maintain relevant knowledge, recognise its limits, and collaborate with other specialists when needed.
  • Systems design Level 5 (SFIA): design large or complex systems, analyse major options and trade-offs, balance requirements, review designs and methods, manage risks, and contribute to design policies and standards.
  • Systems integration and build Level 5 (SFIA): plan and drive integration and build capabilities, including automation and continuous integration; advise on integration; lead integration work; manage risks; monitor standards; and contribute to organisational guidance.
  • Testing Level 4 (SFIA): select testing approaches, develop and execute plans and cases, implement scalable automated tests, collaborate to achieve test coverage, identify process improvements, and report on test results, issues, and risks.

Responsibilities

  • Develop, enhance, and maintain COMPASS Java application components, including collectors, APIs, processing logic, and interfaces for capacity data ingestion and analysis.
  • Implement and test capacity data collection methods across priority platforms, integrating feeds from monitoring tools, configuration repositories, and platform data sources.
  • Support the design and implementation of data aggregation, transformation, and storage patterns in COMPASS and PostgreSQL for reliable reporting and forecasting.
  • Contribute to Grafana dashboard and report development by preparing data structures, queries, extracts, and supporting application functions for right-sizing analysis.
  • Develop and maintain technical documentation, task cards, implementation notes, and knowledge-transfer material to support APS capability uplift and COMPASS sustainment.
  • Assist with defect investigation, root-cause analysis, remediation, and release support across development, pre-production, and production environments.
  • Support project outcomes including CPU Right-Sizing, automated capacity reporting, improved data quality, expanded platform coverage, and operational self-service reporting.
  • Work with capacity planners, platform teams, database administrators, Linux engineers, project delivery teams, and business stakeholders to confirm requirements and validate outcomes.
