About The Position

Performs administrative and analytic work for the Information Technology department. This position performs responsible professional work in the overall review, preparation, and administration of the Information Technology department’s budget; conducts management analyses; assists in the development of departmental procedures and operations; aids in strategic planning; assists in the development and review of benchmarking, performance measures and objectives; assists in the development of short and long-range financial plans and forecasting related to fiscal and program requirements; conducts general research; assists departments in preparing proposals, reports, and contracts. Role is a professional non-supervisory classification.

Requirements

  • Knowledge of the principles and practices of public administration, budgeting, public finance and local governmental budget and fiscal policies and procedures.
  • Knowledge of the functions and structure of county government and federal and state laws relevant to county operations and finance.
  • Working knowledge of mathematical computations, analytical skills, budget and costing accounting theories, principles and methods and evaluation/research techniques and methodology.
  • Ability to analyze complex administrative and organizational problems, prepare and clearly present appropriate recommendations and working procedures in written or oral form.
  • Ability to establish and effective working relationships.
  • Ability to guide and coordinate the work of other staff members.
  • Ability to plan, organize, and coordinate an effective work schedule.
  • Ability to exercise independent and sound judgment, discretion, initiative, creativity, and resourcefulness.
  • Bachelor's degree from an accredited college or university in Public Administration, Accounting, Business Administration, Economics or a field related to one of the County's services and four years of experience in accounting, budget planning and development, performance management of a business or major function; OR Associate's degree in Public Administration, Accounting, Business Administration, Economics or a related field and three years of experience in accounting, budget planning and development, performance management of a business or major function; OR High School diploma and five years of experience in accounting, budget planning and development, performance management of a business or major function.

Responsibilities

  • Manage the inventory of mobile devices including order, configuring, deactivation, and billing.
  • Process requisitions, payments and submit contracts.
  • Reviews departmental expenditure and revenue collection patterns to identify potential financial problems and recommends corrective action.
  • Reviews, analyzes, and makes recommendations on the fiscal and programmatic impact of operational and service initiatives.
  • Assist departments in preparing requests for technology proposals and contracts and assist in the evaluation of consultant qualifications and compliance with identified specifications.
  • Purchasing and expense management including ongoing improvement and operation of the IT Department line-item budget and expense tracking.
  • In partnership with the Budget, IT SLT and Managers, and County Departments, ongoing process improvement for the development and tracking of the annual five-year Technology Plan.
  • Tracking of IT Department project ordinances.
  • Tracking and assisting with the management of IT contracts and vendors.
  • Performs other duties and responsibilities as assigned.
