About The Position

This is a professional position involving statewide coordination of the Emergency Medical Services (EMS) Workforce, Health, Safety and Wellness of the Bureau of Emergency Medical Oversight (BEMO), EMS Section. The role evaluates, develops, and implements EMS workforce, health, safety, and wellness strategies. It involves conducting site visits with governmental and non-governmental programs, serving as a Subject Matter Expert (SME) on current methodologies of EMS health, safety, and wellness programs, and recommending programs based on findings. The position also coordinates with other state agencies to build collaborative relationships and works closely with other areas within the section to deliver training and support services. Additionally, it involves conducting regional site visits with EMS providers and EMS Training Programs for regulatory compliance monitoring, quality improvement results, sharing resources, and providing customer service excellence. The role offers technical assistance and support to EMS staff and BEMO’s Data Unit daily, and coordinates activities with other units within the EMS section to ensure mutual support and consistency with training and educational goals. It conceptualizes improved approaches for EMS workforce, health, safety, and wellness training, education, and regulation, and develops long-term, intermediate, and short-term plans, goals, objectives, and activities. The position requires maintaining all state-issued equipment and resources, including assigned vehicles, in a constant state of readiness and completing all required logs and documentation. It also involves coordinating and representing the department at meetings and conferences, and serving as an active participant in state and national organizations involved in setting standards for EMS workforce, health, safety, and wellness and paramedic educational programs. The role includes working in the State EOC during disasters for evaluations, deployment, personnel, supplies, and medical support, participating on the planning committee, and deploying to the field for assistance before, during, and after a disaster. Finally, it requires preparing and maintaining a Regional Resource Guide and performing other assigned duties.

Requirements

  • Knowledge of principles and practices related to State Budget Management, Accounting, Grants Management, Revenue Management, and general purchasing practices.
  • Ability to perform research and formulate a strategy based on that research.
  • Experience in quality improvement and program development.
  • High School Diploma or GED Equivalent required.
  • Previous experience with developing initiatives for health, safety, and wellness groups
  • Previous experience or training in incident management team disaster response
  • Previous experience in interpreting data for quality improvement
  • Valid Florida Driver License.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Evaluates, develops and implements EMS workforce, health, safety, and wellness strategies for the EMS section.
  • Conducts site visits with governmental and non-governmental programs delivering these services for EMS providers.
  • Serves as a Subject Matter Expert (SME) on the current methodologies of EMS health, safety and wellness programs, based on findings develops and recommends programs to the section.
  • Coordinates with other state agencies to build collaborative relationships.
  • Works closely with other areas within the section to deliver training and support services.
  • Conducts regional site visits with EMS providers and EMS Training Programs assigned to establish a rapport, source of contact with the EMS Section, and a resource.
  • Site visits will include regulatory compliance monitoring, quality improvement results of providers, sharing of resources available to the providers such as grants, upcoming training, access to QI data and other issues.
  • Provides technical assistance and support to EMS staff and BEMO’s Data Unit daily.
  • Coordinates activities and plans with other units within the EMS section to ensure that their activities are mutually supportive and consistent with training and educational goals and objectives.
  • Conceptualizes improved approaches for EMS workforce, health, safety, and wellness training, education, and regulation.
  • Develops long-term, intermediate and short-term plans, goals, objectives and activities for EMS workforce, health, safety and wellness training and education.
  • Maintains all state‑issued equipment and resources, including assigned vehicles—in a constant state of readiness, and completes all required logs, receipts, and approval documentation in accordance with department policy.
  • Coordinates and represents the department at meetings and conferences regarding the development and implementation of EMS workforce, health, safety and wellness program goals and objectives within the goals of the EMS State Plan, EMS Advisory Council’s workforce, health, safety and wellness committee, and the department.
  • Serves as an active participant in state and national organizations involved in setting standards for EMS workforce, health, safety and wellness and paramedic educational programs, including but not limited to, the National EMS Management, National Association of EMTs and The Florida coalition of Firefighter’s wellness and the Florida Paramedic Association.
  • Works in the State EOC during disasters, for evaluations, deployment, personnel, supplies and medical support.
  • Participates on the planning committee to develop evaluation, deployment, personnel and medical support and all other ESF8 needs.
  • Deployment to the field for assistance with the above areas before, during and after a disaster.
  • Prepares and maintains a Regional Resource Guide (in conjunction with the position description) which serves to provide additional guidance and ready access to reference materials for anyone serving in this position.
