This position is primarily responsible for supervisory duties, including motivating, training, evaluating, and directing employees. The incumbent has the authority to hire, transfer, promote, discharge, and discipline subordinate employees or recommend such actions. Responsibilities include developing performance expectations, conducting performance reviews, maintaining schedules, ensuring coverage, and completing timesheets. The role involves supervising community-based service programs such as the Breast and Cervical Program, Tobacco, Healthy Community, and communicable disease prevention programs. The incumbent will exercise independent judgment in formulating policies and procedures impacting personnel and budget preparation, ensuring programmatic goals and objectives are met, and timely reporting. This role also involves collaboration with other department supervisors and ongoing management of program areas. Oversight of the budget process, including monthly expenditure and revenue projections, annual budget development, and collaboration with State Health Office Programs regarding budget needs, is crucial. The position also leads community needs assessment and strategic planning, including resource mobilization, development of intervention community health plans, strategies to increase community awareness, and facilitating partnerships and grant applications. Additionally, the role involves developing policies for health promotion and public health education programs, coordinating planning and implementation of projects, completing special assignments like annual reports and strategic plans, identifying and supervising grant proposals, and evaluating health promotion programs based on agency and community needs. The incumbent will represent the county public health unit at community meetings and serve on councils, boards, and task forces.
