About The Position

The Arizona Department of Homeland Security (AZDOHS) is seeking an energetic, analytical, and highly driven Senior Human Resources Analyst to join our dynamic Finance and Administration team! This position may be eligible to work remotely 1-2 days a week after job training requirements are met. Reporting directly to the Assistant Director of Finance and Administration, you will play a central leadership role shaping strategic talent initiatives, optimizing agency compliance, designing competitive compensation models, and spearheading innovative recruitment strategies. Requirements

  • Thorough command of federal and state employment laws, statutes, rules, and regulations
  • In-depth understanding of modern organizational development principles and state personnel policies
  • Exceptional written and verbal communication skills across all organization levels
  • Proven ability to lead continuous improvement initiatives and establish clear priorities among competing priorities
  • Advanced data collection, research, and data analytics skills
  • Proficiency in Google Suite and Microsoft Office applications
  • High analytical capability to navigate complex situations and implement effective, policy-compliant solutions
  • Dedicated customer service mindset with a passion for driving team collaboration and operational excellence
  • Bachelor's Degree in Human Resources or a closely related field AND 4+ years of hands-on professional Human Resources experience (or an equivalent combination of education and experience).
  • Required to drive on State business; must possess a valid Arizona driver's license
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

  • Draft, refine, and execute innovative HR policies and operational procedures that align with agency priorities and statewide standards.
  • Lead recruitment initiatives in close partnership with agency leaders, overseeing candidate screening, selection strategies, and reference evaluations.
  • Research, analyze, and present key metrics, custom dashboards, and performance trends to executive leadership to guide strategic decision-making.
  • Prepare comprehensive analyses for base and performance pay proposals to ensure competitive, equitable organizational growth.
  • Develop and deliver engaging learning sessions for employees and management teams to foster continuous professional growth.
  • Collaborate seamlessly with key state partners, including the Arizona Department of Administration Shared Services team.
  • Tackle high-priority human resources initiatives and special assignments as needed.
