About The Position

Booth Management Consulting, LLC (BMC) is seeking an experienced Senior HOME-ARP Program & Compliance Specialist to provide technical assistance, program management, regulatory compliance, and implementation support for a municipal Department of Community Development (DCD). The Specialist will provide comprehensive oversight and management of the City's HOME Investment Partnerships American Rescue Plan (HOME-ARP) Tenant-Based Rental Assistance (TBRA) Program, including implementation of the approved Allocation Plan and administration of up to $3.5 million in HOME-ARP funding. The ideal candidate will have extensive knowledge of HUD-funded housing and community development programs, particularly HOME, HOME-ARP, TBRA, IDIS, HUD monitoring requirements, and federal homelessness eligibility requirements. This position requires the ability to work directly with municipal staff, community partners, landlords, tenants, and other stakeholders while maintaining strong program documentation and regulatory compliance.

Requirements

  • Bachelor's degree in public administration, urban planning, housing/community development, business administration, finance, social services, or a related field; equivalent relevant experience may be considered.
  • Demonstrated experience administering or providing technical assistance for HUD-funded housing or community development programs.
  • Strong working knowledge of HOME and/or HOME-ARP program requirements.
  • Experience with Tenant-Based Rental Assistance (TBRA) or other federally funded rental assistance programs.
  • Experience working with HUD's Integrated Disbursement and Information System (IDIS).
  • Experience working with a Continuum of Care (CoC) or programs serving individuals and families experiencing or at risk of homelessness.
  • Experience reviewing participant eligibility, supporting documentation, leases, rental assistance calculations, and program files.
  • Knowledge of HUD compliance, monitoring, reporting, and recordkeeping requirements.
  • Experience developing or updating policies, procedures, monitoring tools, checklists, or other program administration materials.
  • Strong analytical, technical writing, organizational, and documentation skills.
  • Ability to work independently while collaborating effectively with municipal staff, community organizations, landlords, tenants, and federal stakeholders.

Responsibilities

  • Manage and oversee the City’s HOME-ARP Tenant-Based Rental Assistance (TBRA) Program, ensuring compliance with HUD requirements and the approved Allocation Plan.
  • Provide technical assistance and training to DCD staff on HOME-ARP, HOME, TBRA, HUD regulations, compliance, and program monitoring.
  • Review applications, referrals, and supporting documentation to verify participant eligibility and program compliance.
  • Coordinate with the Continuum of Care (CoC), referral partners, landlords, tenants, and other stakeholders to support program implementation.
  • Review lease agreements, rent reasonableness, and rental assistance documentation for compliance with program requirements.
  • Track HOME-ARP expenditures and prepare monthly program, financial, and progress reports for DCD and City leadership.
  • Assist with establishing and maintaining HOME-ARP projects and activities in HUD’s IDIS system.
  • Update the City’s HOME Policies and Procedures Manual and develop monitoring checklists, forms, and compliance tools.
  • Prepare HUD-required reports, written responses, and supporting program documentation.
  • Support HUD monitoring visits, OIG audits, corrective actions, and HOME-ARP program closeout.
  • Attend staff and Municipal Council meetings, as needed, to provide program updates and address implementation challenges.
