About The Position

The Department of Housing Preservation and Development (HPD) is the nation's largest municipal housing agency, responsible for overseeing housing standards, building and preserving affordable housing, protecting tenants, and holding landlords accountable across New York City. HPD is committed to making New York City a more affordable place for renters and homeowners through various initiatives and programs. The Office of Finance and Administration (OFA) manages the agency's resources, focusing on efficiency and funding allocation. Within OFA, the Division of Fiscal Affairs handles accounts payable and receivables, including Housing Assistance Payments (HAP) voucher payments, to ensure accurate financial reporting. This role is crucial for managing payment processes related to Landlord Housing Assistance Payments (HAP) payment inquiries and HAP Adjustment Processing, supporting the Tenant-Based Rental Assistance (TBRA) program, and addressing the need for homelessness assistance and supportive services funded by the $5 billion in ARP funds appropriated by Congress.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

  • Must have accounts payable and receivable experience.

  • Experience in use of Microsoft Office Suite, HPD Info (Agency Legacy System) and the City s Financial Management System (FMS) are a plus.

Responsibilities

  • Review and desk audit of HOME-ARP payment adjustments.
  • Examine all supporting documentations for accuracy using Emphasys Elite.
  • Perform calculations for retroactive Payment Subsidies and retroactive rent increases.
  • Receives and log all adjustments transmittals from various units within Dept of Housing Access and Stability (HAS).
  • Approval/disapproval/deletions of all adjustments/HAP payments as deemed warranted.
  • Responsible for all HAP Subsidies returned checks.
  • Liaise with the Comptroller’s Office for the cancellation and re-issuance of checks and in obtaining copies of cashed checks.
  • Reach out to vendors regarding returned payments, confirmation of payment addresses and re-mailing of checks.
  • Serves as a liaison for all vendor related inquiries regarding HAP Subsidies and TBRA program.
  • Provide vendors with registers, check information and other payment related data.
