Trans Mountain is seeking a collaborative, systems minded, and values-driven individual to join our Health & Safety team as a Senior Health & Safety Advisor. This role provides senior level health and safety governance, technical guidance, and program support across Operations, Major Projects, Engineering, construction, maintenance, facility and pipeline integrity, and contractor-related activities. The position supports Trans Mountain’s safety strategy by advancing serious injury and fatality prevention, Energy-Based Safety, Control of Work, safety assurance, contractor oversight, and continuous improvement. The Senior Health & Safety Advisor will translate safety strategy, standards, and operational requirements into clear, usable, and sustainable processes, workflows, tools, guidance, and field-ready solutions. This includes supporting the integration of Human and Organizational Performance (HOP), High Reliability Organization (HRO) principles, Energy-Based Safety, and a “ONE Program” approach. The successful candidate will engage leaders, supervisors, workers, contractors, technical specialists, and end users to ensure health and safety programs are risk-based, fit for purpose, and effective in the field. They will help simplify requirements, reduce process clutter, improve document usability, support business cases, and strengthen safety culture through practical implementation.

Requirements

• Post-secondary education in Occupational Health and Safety, Physical Sciences, Engineering, Risk Management, Business Administration, or a related discipline.
• Over 10 years of progressive experience, preferably within the energy industry, industrial operations, construction, major projects, or another high-risk work environment.
• Canadian Registered Safety Professional (CRSP) designation, or equivalent senior-level professional designation, is required. Equivalent designations may include Certified Safety Professional (CSP), Chartered Member of IOSH (CMIOSH), Chartered Occupational Health and Safety Professional (ChOHSP), Certified Occupational Health and Safety Professional (COHSProf), or Professional Engineer (P.Eng).
• Practical knowledge of integrated management systems, Contractor Management Programs, Control of Work, Energy-Based Safety, hazard reporting, inspections, audits, and safety assurance processes.
• Strong understanding of industrial safety practices, including work planning, hazard and risk assessment, pre-job safety meetings, safe work permitting, Management of Change, SIMOPS, contractor readiness, competency management, and control effectiveness.
• Experience applying HOP, HRO principles, SIF prevention, high-energy hazard recognition, hierarchy of controls, direct controls, and alternative controls.
• Ability to develop health and safety standards, procedures, workflows, guidance, training materials, implementation plans, and field-ready toolkits.
• Strong ability to engage field stakeholders, contractors, leaders, supervisors, workers, technical specialists, and end users to ensure processes and tools are usable and fit for purpose.
• Experience translating safety strategy, regulatory requirements, and operational expectations into clear business processes, field tools, communications, and implementation supports.
• Strong systems thinking and risk-based decision-making skills, with the ability to connect strategy, culture, behaviours, processes, assurance, and field execution.
• Experience supporting assurance activities, including field verification, inspections, audits, action tracking, contractor oversight, and control effectiveness reviews.
• Strong facilitation, coaching, collaboration, communication, and influencing skills across business functions.
• Ability to simplify complex information, reduce duplication, improve document usability, and challenge over-engineered processes while maintaining compliance and operational discipline.
• Strong planning and organizational skills, with the ability to manage competing priorities, deliver high-quality work, meet deadlines, and support sustainable implementation.

Nice To Haves

• Related designations or certifications, such as Certified Industrial Hygienist, Certified Health and Safety Consultant, Registered Occupational Hygienist, Canadian Registered Safety Technician, National Construction Safety Officer, or NEBOSH Diploma in Occupational Health and Safety, will be considered assets where supported by relevant education and experience.

Responsibilities

• Advance Trans Mountain’s approach to SIF prevention, Energy-Based Safety, Control of Work, and high-energy hazard control management.
• Provide guidance on safe work planning, hazard and risk assessment, safe work permitting, Management of Change, SIMOPS, contractor readiness, competency, and field execution.
• Support a “ONE Program” approach by aligning governance, safety expectations, processes, tools, assurance practices, and field resources across the organization.
• Support alignment with Trans Mountain’s Integrated Safety and Loss Management System by helping ensure health and safety programs, controls, assurance activities, and learning processes are implemented, monitored, and continually improved.
• Lead and support safety assurance activities, including inspections, audits, critical control verification, contractor oversight, action tracking, and performance improvement.
• Embed HOP and HRO principles into leadership practices, learning processes, field engagement, safety culture, and system improvement.
• Develop health and safety programs, standards, procedures, forms, training materials, field tools, business cases, and implementation plans.
• Simplify and improve health and safety documents, tools, and processes so they are risk-based, scalable, and effective for end users.
• Provide senior technical health and safety support across operations, projects, engineering, construction, integrity, maintenance, and contractor activities.
• Help connect teams across the business so health and safety expectations are understood, practical, and applied consistently.
