About The Position

Arcadis is seeking a Senior FTA/FRA Grant Compliance Manager to establish and lead a Compliance Oversight and Monitoring Program. This role involves evaluating existing procedures for adherence to federal requirements, identifying and prioritizing compliance risks, and producing reports with recommendations for corrective action. The manager will also track and respond to audit requests from USDOT, FTA, or FRA, manage document collection, and provide strategic direction to leadership.

Requirements

  • Bachelor’s degree in related discipline
  • 7-10 years of prior experience leading an oversight program that measures compliance with FTA experience, including prior experience working as a grant recipient.
  • Strong experience developing and operationalizing new Programs within a fast-paced environment.
  • Experience conducting Triennial Reviews.
  • Experienced in Comprehensive Oversight Review and Technical Assistance Program (CORTAP).
  • Experience completing and conducting reviews/audits on behalf of the Federal Transit Administration.
  • In-depth FTA Regulatory Knowledge.
  • Strong knowledge of Project Delivery and identifying risks in delivering complex projects with numerous stakeholders and oversight entities.
  • Strong technical writing, analytical, and communication skills.
  • Ability to travel throughout the NY/NJ Metro Area.

Responsibilities

  • Establish a Compliance Oversight and Monitoring Program Plan and framework for internal oversight of federal compliance.
  • Evaluate existing procedures for adherence to federal requirements.
  • Spot check adherence to following existing policies and procedures.
  • Collaborate with GDC departments to identify risks and establish a methodology for selecting and ranking compliance risks by priority and impact.
  • Evaluate the highest-ranked risks for adherence to federal rules, regulations, and guidelines.
  • Produce reports and recommendations for corrective action to GDC leadership.
  • Monitor the implementation of corrective actions to ensure compliance with federal requirements.
  • Track letters, audit requests, and reviews initiated by USDOT, FTA, or FRA.
  • Lead the drafting of responses to audit requests while providing strategic direction to GDC leadership.
  • Manage the request and receipt of supporting documents from relevant departments to ensure submittals in advance of deadlines.
