About The Position

We are seeking a highly analytical and mission-driven FP&A Analyst to support the financial planning, reporting, budgeting, forecasting, and revenue cycle analytics functions of our growing behavioral health organization. The ideal candidate will bring strong financial acumen, healthcare reimbursement knowledge, and experience working with public behavioral health funding models, particularly within Santa Clara County Behavioral Health Services, Medi-Cal programs, or comparable California county behavioral health systems. This role will partner closely with Finance, Accounting, Revenue Cycle, Clinical Operations, and Program Leadership to provide actionable financial insights, improve reimbursement performance, monitor contract utilization, and support strategic decision-making. A successful candidate will have a strong understanding of behavioral health billing, denial management, reimbursement rates, cost reporting, and Maximum Financial Obligation (MFO) processes.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, Healthcare Administration, or a related field; OR Equivalent combination of education and relevant professional experience.
  • Minimum of 3 years of FP&A, financial analysis, healthcare finance, reimbursement analysis, or related experience with a bachelor's degree; OR 3–5 years of directly relevant experience in healthcare finance, behavioral health finance, revenue cycle, or government-funded healthcare programs.
  • Demonstrated experience working with Santa Clara County Behavioral Health Services, another California county behavioral health department, or an equivalent public behavioral health system.
  • Strong understanding of: Behavioral health billing and reimbursement processes, Claim denials and denial management, Medi-Cal funding and reimbursement structures, County-funded behavioral health programs, Provider rates and reimbursement methodologies, Managed Financial Operations (MFO) processes and reporting, Contract utilization and funding reconciliation
  • Advanced proficiency in Microsoft Excel, including Pivot Tables, Power Query, advanced formulas, and financial modeling.
  • Experience with financial reporting and budgeting systems.

Nice To Haves

  • Proficiency with Microsoft Power BI or similar business intelligence platforms preferred.
  • Experience working with EHR (myAvatar), billing, and ERP/accounting systems (NetSuite) preferred.
  • Experience in a behavioral health, substance use treatment, community health, FQHC, or non-profit healthcare environment.
  • Knowledge of California Medi-Cal behavioral health reimbursement regulations.
  • Experience with county contracts, grants management, and cost reporting.
  • Familiarity with healthcare revenue cycle management and claims analytics.
  • MBA, MHA, CPA, CMA, or other relevant professional certification is a plus.

Responsibilities

  • Develop, maintain, and enhance financial models for budgeting, forecasting, and long-range planning.
  • Prepare monthly, quarterly, and annual financial analyses, including variance reporting and operational performance metrics.
  • Analyze revenue, expenses, productivity, and program profitability to identify trends, risks, and opportunities.
  • Support annual budgeting and periodic forecast processes across multiple programs and funding sources.
  • Produce financial dashboards and key performance indicators (KPIs) for executive leadership.
  • Monitor and analyze behavioral health revenue streams, including Medi-Cal, County contracts, grants, commercial insurance, and other funding sources.
  • Track billing performance, reimbursement trends, denial rates, claim aging, and collections.
  • Collaborate with Accounting, Revenue Cycle and Operations teams to identify and resolve billing and reimbursement issues that affect the budget.
  • Evaluate the financial impact of rate changes, funding adjustments, and regulatory requirements.
  • Analyze contract performance against budget and utilization targets.
  • Support financial reporting and analysis related to Santa Clara County contracts, Medi-Cal programs, and other government-funded behavioral health services.
  • Monitor and validate reimbursement methodologies, funding allocations, and service utilization.
  • Assist with financial reporting requirements associated with county contracts and behavioral health programs, including Executive Management & Board reports
  • Provide analysis supporting audits, cost reports, and regulatory reviews.
  • Extract, validate, and analyze financial and operational data from EHR (myAvatar), billing, and financial systems (NetSuite).
  • Develop automated reports and dashboards to improve visibility into organizational performance.
  • Present financial findings and recommendations to leadership in a clear and actionable manner.
  • Ensure data integrity and consistency across reporting systems.
  • Support new program evaluations, business cases, and financial feasibility studies.
  • Assist in identifying operational efficiencies and revenue enhancement opportunities.
  • Participate in process improvement initiatives related to financial reporting, budgeting, and reimbursement optimization.
