About The Position

SAIC is seeking a Senior Financial Analyst to support the Science and Technology portfolio within the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) Resources and Analysis (R&A) Directorate. This role focuses on all phases of the Department of War (DoW) Planning, Programming, Budgeting and Execution (PPBE) process, meeting all the Office of the Secretary of War (OSW) mandated timelines for submission of PPBE related documents. Candidates must have experience with acquisition and PPBE processes at the DoW or Service Component Headquarters level and using the Defense Agencies Initiative (DAI) system. Requirements

Experience with acquisition and PPBE processes at the DoW or Service Component Headquarters level
Experience using the Defense Agencies Initiative (DAI) system

Responsibilities

Assist OUSW(R&E) in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
Prepare analysis and evaluation of the effectiveness of programs and operations, and analyst financial and budgetary trends.
Prepare documents and briefings for review and use by DoW leadership.
Review required funding documentation for approved OUSW(R&E) projects.
Monitor and support DoW program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
Assist in preparation of required documentation to support the DoW PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and support documentation for Program Decision Memorandum.
Prepare and participate in Mid-Year Reviews and other PPBE meetings as required.
Assist OUSW(R&E) in identifying baseline financial processes and design target financial and business processes and procedures.
Process financial and budgetary actions in the DAI system and other associated databases.
Assist in preparing audit readiness and associated documentation.
Execute and follow-up on all budgetary data calls.
