About The Position

The Virginia Office of the Attorney General is seeking a financial professional to join our Finance team as a Senior Financial Analyst. Candidates must have experience in planning, preparing, monitoring, evaluating and executing the budget workflows, processes, and activities of the Agency’s biennial budget. The candidate will assist in the financial management, review, reconciliation, reporting, and closeout for all Agency grants, and ensure compliance with all applicable Federal and State regulations, statutes, policies and procedures. The candidate must have considerable experience in maintaining, reconciling, and report of the general ledger by analyzing financial transactions, performing trends analyses, and recommending specific actions for quick resolution of general ledger issues; and is responsible for maintaining complete audit trail of all fiscal transactions in accordance to GAAP (generally accepted accounting principles) and the Department of Accounts Comptroller's Directives. The candidate must be proactive in ensuring a strong internal control environment to include: potential risks are reduced and/or communicated to management; data and reports are accurate and reliable; agency assets are safeguarded to prevent waste, loss, unauthorized use, or misappropriation; agency objectives are achieved by maximizing operation efficiency and effectiveness; and applicable laws, regulations, and policies are consistently followed.

Requirements

  • Comprehensive and demonstrated knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of the principles and practices of policy analysis, legislative practices, and budget development, execution, and evaluation.
  • Knowledge of governmental and general purpose accounting principles and practices.
  • Knowledge of automated financial accounting systems, uniform administrative requirements, cost principles, and audit requirements for federal awards.
  • Knowledge of grants management programs and financial requirements.
  • Knowledge of applicable statutes, regulations, policies, and procedures of grant programs.
  • Ability to think and problem solve creatively.
  • Ability to effectively manage and complete assignments independently and as a team member.
  • Ability to manage multiple priorities.
  • Strong attention to detail.
  • Strong organizational and financial management skills.
  • Excellent communication and interpersonal skills with ability to establish and maintain effective working relationships.
  • Demonstrated success working in a fast-paced, rapidly changing environment.
  • High proficiency in Microsoft Office tools and automated financial systems.

Nice To Haves

  • Graduation from college or university with major studies in Accounting, Finance or related field is preferred.
  • Experience may substitute for education.
  • Working knowledge of internal control processes and procedures related to business processes.
  • Working knowledge of the Commonwealth Accounting System (Cardinal), Bank of America Works, Commonwealth Accounting Policies and Procedures (CAPP) and LAS/FAACS is highly desirable.
  • Minimum of five (5) years’ financial management experience.
  • Experience with Cardinal Financial Application and OpenGov is highly preferred.
