About The Position

This role is responsible for ensuring the accuracy, completeness, and timeliness of the City of Mountain View's annual budget document. The position acts as a central point of review for budget submissions from thirteen city departments, verifying that narratives align with financial data. The budget document is crucial for public trust, transparency, and effective governance, reflecting the City's priorities and commitments. The role contributes to the City's reputation for good governance, as recognized by the ICMA's Good Governance Award.

Requirements

• Equivalent to a bachelor's degree in public administration, business administration, finance, accounting, economics, or a related field.
• Three years of increasingly responsible professional experience in public agency budget development, financial analysis, or fiscal administration.
• Ability to reconcile numbers accurately and treat "close enough" as not an answer.
• Experience working inside a public agency's budget process.
• Ability to translate finance jargon into a narrative understandable to council members or the public.
• Comfort in communicating discrepancies to colleagues without damaging relationships.
• Ability to own complex processes end-to-end.

Nice To Haves

• A master's degree in business or public administration.
• A CPA.
• Experience with comparable financial systems such as Tyler Munis.

Responsibilities

• Coordinating the City's annual budget from department submission through Council adoption.
• Checking both the narrative and the numbers from every department's budget analyst for accuracy, completeness, and timeliness.
• Forecasting and tracking revenue at midyear, at one year, and five years out, including property and sales tax projections developed with the City's outside consultants.
• Maintaining the fund schedules underneath those forecasts.
• Writing and refining the budget narrative that goes to City Council and the public, so the story and the ledger always match.
• Managing relationships and contracts with the City's outside financial and revenue consultants.
• Supporting fee studies and cost allocation work as the City's needs evolve.
• Working inside the City's financial platform (CentralSquare), to run reports, track detail, and keep the numbers clean at the source.

Benefits

• Full range $126,037 to $189,056 annually, with a control point of $157,547.
• Starting salary is flexible within the range based on experience, specialized expertise, and internal equity.
• This is an unrepresented, exempt position.
