About The Position

The Senior Finance Officer position is within the Treasury Section of the Finance Division, responsible for managing WIPO’s financial, accounting, and reporting functions, including treasury management and compliance. This role involves managing the Organization’s cash position, producing financial reports, and coordinating financial control activities. The incumbent will perform complex financial functions related to treasury activities, including managing cash holdings, investments, currency requirements, and banking relationships. Working closely with the Treasurer, the role also involves leading adherence to front-office processes for the Treasury Section, utilizing and contributing to the development of WIPO financial systems, and interacting with internal and external parties.

Requirements

  • Advanced university degree in accounting, finance, economics or a related discipline.
  • At least seven years of relevant professional experience in finance, treasury, accounting, or banking.
  • At least three years of relevant experience in treasury dealing, spot FX (foreign exchange transactions) and deposit placement.
  • Excellent written and spoken knowledge of English.

  • A first- level university degree in accounting, finance, economics or a related discipline in combination with industry certification such as ACT (CertT), Certified Treasury Professional (CTP), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM) or Certified Public Accountant (CPA) or equivalent plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
  • Industry certification such as ACT (CertT), Certified Treasury Professional (CTP), Chartered Financial Analyst (CFA), Financial Risk Manager (FRM) or Certified Public Accountant (CPA) or equivalent an advantage.
  • A track record of continuous professional development in finance, treasury, accounting or banking following relevant industry certifications.
  • Experience with Electronic Banking Platforms and Treasury Risk Management Systems (such as COUPA, FXall).
  • Experience in banking and cash management including international payment standards.
  • Experience in ERP (Oracle) implementation and system finance integration.
  • Experience in applying IPSAS or IFRS.
  • Knowledge of other official UN languages, preferably French.
  • Attention to detail, with high level of service-orientation.
  • Solid understanding of financial markets and financial instruments and techniques.
  • Understanding of default and settlement risks, valuations and mark-to-market calculations.
  • Good training and presentation skills and ability to communicate technical subjects to a non- technical audience.

Responsibilities

  • Manage treasury front-office functions (foreign exchange and investment transaction execution) for Treasury Section.
  • Calculate foreign currency exposures and transact foreign currency hedging instruments for currency risk management program including WIPO’s Fee Transfer Service.
  • Place investment transactions for the investment portfolio in accordance with the Policy on Investment and agreed investment strategy, credit limits, including negotiating terms of such investments.
  • Monitor and ensure ongoing application of established treasury controls.
  • Engage with internal stakeholders to increase operating efficiency, implement process improvements, and enhance financial controls.
  • Manage functionalities and technical requirements of the Treasury Risk Management System (TRMS), foreign exchange and investment trading platforms, e-banking systems, and the financial market data analytic platforms.
  • Ensure effective integration of all treasury platforms with AIMS FSCM.
  • Lead treasury projects and manage treasury initiatives across WIPO.
  • Suggest system improvements, foster innovation, and work towards automation from treasury transaction execution to record and reporting.
  • Develop banking relationships and manage global banking offerings to meet WIPO’s treasury requirements in investments, foreign exchange, and cash management.
  • Stay informed on new products or changes to services or regulations that would impact existing operations or enhance future operations.
  • Prepare and review compliance and bank documentation as needed and have overall responsibility for updating, organizing, and maintaining related schedules and documentation.
  • Provide substantive input to treasury planning and monitor the implementation of its budget and workplan.
  • Serve as a technical advisor and subject matter expert in money markets, currency markets and banking.
  • Support the establishment of and oversee the application of treasury policies and procedures, technology and tools, and governance process.
  • Perform other related duties as required.
