About The Position

The Financial Services Branch is responsible for delivering overall financial services to all City departments, Boards, Commissions, and Agencies, ensuring timely and meaningful financial support and processing. Services include budget development and monitoring, financial analysis, project management support, internal and external financial reporting, financial compliance, financial advice, accounting requirements, and financial consulting to identify opportunities and develop innovative solutions. This role supports a high-volume environment aligned with City-wide strategies, service excellence, initiatives, and goals. The Finance Officer provides timely and accurate financial accounting information, focusing on key financial tasks, and collaborates with finance and operational teams to coordinate and complete related activities.

Requirements

  • Completion of a two (2) year Community College diploma in General Business, Business Administration, Finance, Accounting, or a related equivalent field with an emphasis on courses in accounting or finance
  • Three (3) years of related general finance or accounting experience in a computerized office environment
  • Knowledge of generally accepted accounting principles (GAAP)
  • Knowledge of commodity tax, and other applicable legislation and bylaws
  • Knowledge of accounts receivable reconciliation practices
  • Knowledge of computer software, financial and reporting systems and databases
  • Knowledge of problem-solving and customer service techniques
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Ability to understand, conceptualize and apply directions, policies and procedures
  • Ability to identify and assess problems and to use analytic and problem solving skills
  • Ability to detect/resolve/correct errors and complete financial reconciliations
  • Demonstrates initiative and self-motivation when faced with issues and has the ability to formulate alternate solutions using investigation skills and available resources
  • Ability to deal with and manage confidential information
  • Ability to work independently with minimum supervision, and collaboratively with all staff as part of a team
  • Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work, and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines
  • Ability to communicate effectively, both orally and in writing
  • Ability to demonstrate accuracy and a meticulous attention to detail
  • Possess a strong customer service orientation and excellent interpersonal skills, with the ability to listen, probe and respond with compassion
  • English oral, reading, writing
  • Successful completion of a Criminal Records and Judicial Matters Check (Level 2)

Responsibilities

  • Support a high-volume environment that aligns with City-wide strategies, service excellence, initiatives, and goals
  • Provide timely and accurate financial accounting information, focusing on key financial tasks
  • Work closely with finance and operational teams to coordinate and complete all related activities
  • Review financial transactions including accounts payable and receivable, credit cards, holdbacks, chargeback and purchasing requisitions for compliance with applicable legislation, by-laws, internal authority approval procedures
  • Exercise financial commitment authority on behalf of the client while adhering to approved budgets
  • Provide training and guidance to clients on financial related systems, purchase orders (PO), purchase requisitions and the interpretation of financial policies, regulations and by-laws
  • Perform month-end and year-end tasks
  • Investigate and respond to inquiries and requests
  • Assist external auditors
  • Perform functions relating to Capital and Operating budgets
