About The Position

We are currently seeking a dedicated and accomplished Senior Estimator for the Hudson Tunnel Project (HTP). The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history. As the Senior Estimator, you'll play a pivotal role in the delivery of this significant project. Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or related field.
  • Proven experience as an Estimator, Cost Estimator, or Quantity Surveyor in tunnel construction or infrastructure projects.
  • Proficiency in cost estimating software, construction cost databases, and MS Excel for detailed analysis and reporting.
  • Strong knowledge of construction methods, materials, and labor costs specific to tunnelling and underground construction.
  • Excellent analytical skills, attention to detail, and ability to work under pressure to meet tight deadlines.
  • Effective communication skills and the ability to collaborate with multidisciplinary teams and external stakeholders.
  • Experience in Federal Transit Agency projects.
  • Familiarity with transit agencies (Such as PANYNJ, NJT, MTA, LIRR, Amtrak)

Nice To Haves

  • Experience in delivery in programs or portfolios of significant value >$1bn is a significant advantage.

Responsibilities

  • Review and interpret technical documentation , including drawings, specifications, and engineering data, to define scope, quantify materials, and understand requirements for large‑scale tunnel and infrastructure works.
  • Perform detailed quantity take‑offs and cost analysis , including material pricing, labor calculations, equipment rates, and evaluation of subcontractor proposals to produce accurate and comprehensive cost estimates.
  • Collaborate closely with project managers, engineers, design teams, and procurement to understand technical parameters, construction methodologies, and scheduling factors that influence cost development.
  • Prepare and present complete cost breakdowns , bid submissions, estimate packages, and financial reports for internal leadership and external stakeholders.
  • Maintain and update cost‑tracking tools to monitor budget performance, identify variances, and highlight opportunities for improved cost efficiency.
  • Contribute to value engineering, risk reviews, and cost‑optimization initiatives , ensuring all recommendations align with required quality, safety, and performance standards.
  • Stay informed on market conditions, industry benchmarks, and pricing trends to ensure estimates remain competitive, current, and aligned with evolving construction and supply‑chain dynamics.
