About The Position

The FAA, ATO Office of Safety analyzes and monitors the safety of the NAS, and leads a broad range of activities, programs, and initiatives that communicate safety metrics. In addition, the ATO Office of Safety leads the elaboration, enhancement, and maintenance of tools such as custom web applications, automated capabilities and analytical programs for safety data collection, processing, and reporting. The Sr. Engineer will provide engineering support to assist with program/project planning and execution, documentation preparation, process improvement, data collection and analysis, tool development, and configuration control of programs and documents. This position is contingent upon award of contract to NATECH

Requirements

  • A bachelor degree in engineering, math, or science is required.
  • Minimum fifteen (15) years of experience is required
  • Additional relevant years of experience may be considered in lieu of degree

Responsibilities

  • Perform quantitative analysis for risk estimates and factors, ranking both in airborne and surface environments, and provide support for SRM efforts, to include data identification, data merging, preprocessing/cleaning, statistical modeling, machine learning, supervised learning (i.e., classification, regression), unsupervised learning (i.e., clustering, anomaly detection) and collision risk analysis.
  • Provide support for the Barrier Analysis Review (BAR) process including BAR report development and participating in the qualitative analysis.
  • Provide support for project management, enhancement, and maintenance of safety methods and tools to include requirements gathering, documentation development, mock-up development, tool development, configuration implementation, safety reporting, creation of dashboards, and production of testing and training materials, when directed by the COR.
  • Analyze and apply SMS processes, workflows, and data sources to improve concept, development, and configuration of SMS tools to more efficiently and effectively collect, organize, analyze and present safety information and findings.
  • Provide safety findings and documentation.
  • Develop code and testing software tools and models (i.e., machine learning and mathematical/statistical models).
  • Produce and validate program documents, plans, and procedures by verifying key measures (i.e., fulfillment of requirements, suitability/effectiveness, data integrity, and accuracy of analyses).
  • Prepare safety reports, spreadsheets, graphical analytics, dashboards, and web content.
  • Develop and maintain FAA databases and tools, related to requirements, evidence and findings, corrective actions, and priorities, using structured query language (SQL) (e.g., ORACLE and SQL Server), Java, Python, noSQL, Microsoft Access, ColdFusion, C++ and Bootstrap.
  • Implement access protections for external organizations (e.g., Air Traffic Safety Oversight Service (AOV) and others within and outside of ATO) to maintain audit data with access permissions.
  • Retrieve requested documentation from specified database(s) and convert to required format (e.g., Excel, PowerPoint, Microsoft (MS) Word, Adobe PDF).
  • Analyze program management processes and findings to be used in the structure of databases and tools that will aid in the adaptation and improvement of automated capabilities.
  • Provide recommendations for improving automated methods to efficiently collect, organize, analyze, and present program data and findings.
  • Maintain, develop, and suggest enhancements to the automated SMTS, which is the tracking tool related to new systems acquisitions and operational changes to the NAS. The Contractor must provide support to include the following: System administration and development of the SMTS, to include maintenance changes and testing when required; Data migration efforts from legacy tracking systems and databases; and Develop business processes for the ATO to maximize data collection while streamlining data entry processes.
  • Develop, test, and implement reporting capabilities for the SMTS and related tools.
  • Develop, test, implement and maintain SATORI which is a legacy playback tool used to replay surveillance data with sufficient certified fidelity to support Litigation, Search and rescue, Training, Quality assurance/quality control reviews and audits, Pilot and public inquiries and Safety and efficiency trend analysis.
  • Provide technical recommendations and through an iterative process prepare draft versions of briefings, Top Safety Priorities mitigation plans, Top Safety Priorities process documents, and Top Safety Priorities monthly reports.
  • Provide recommendations for an overall management strategy for the Top Safety Priorities program.
  • Collect and analyze data related to any potential, current and past Top Safety Priorities issues.
  • Utilize databases to organize data, review safety reports to identify potential safety and operational risks and provide reports and graphics to support Top Safety Priorities data collection and analyses.
  • Document Top Safety Priorities Team discussions (e.g., meeting minutes and notes), provide technical expertise in Air Traffic and Technical Operations processes and procedures, and recommendations for improvement.
  • Prepare draft briefings through an iterative process for senior management and participate in technical briefings to include presenting briefings.
  • Develop and maintain current tools for Top Safety Priorities activities.
  • Organize data, prepare draft versions (through an iterative process) of Top Safety Priorities reports and briefings reports, and provide comments and/or recommendations for improvement.
  • Apply ATO Common Taxonomy to existing SRM efforts in SMTS.
  • Identify and recommend changes to issues identified through the application of the ATO common taxonomy in SMTS.
  • Analyze SMTS data to identify trends, common areas identified through the common taxonomy, and tracking and monitoring data.
