You are a licensed Qualified Professional Engineer with hands-on expertise in Coal Combustion Residuals (CCR) regulations and the confidence to apply them to complex environmental challenges and real-world engineering solutions. As a Senior Engineer, you will lead project teams to develop and implement remediation strategies, assisting with permitting and redevelopment of contaminated properties and performing final reviews on work products. This specific job function must have a command of the Federal CCR regulations with the ability to translate those regulations to the applicable state program where the CCR exists. The Senior Engineer may also lead teams to design and implement pollution control systems related to soil, groundwater, air, wastewater, landfills, and hazardous waste cleanup. Other duties include scoping projects, writing proposals, preparing budgets, client relationship management, and presenting technical papers. Leading a diverse team of field personnel, technical experts, and Project Managers, you will create a teamwork environment and drive project success. This role requires an advanced understanding of multimedia investigation and remediation activities, regulatory framework, and risk management necessary to guide projects to closure. This position works under the supervision and direction of the designated Principal.

Requirements

  • Strong knowledge of Federal CCR regulations and ability to apply them to engineering design, operations, compliance strategies, and permitting requirements.
  • Ability to provide PE certifications confirming compliance of designs, construction, monitoring systems, and documentation with CCR Rule requirements.
  • Knowledge of CCR inspection and evaluation standards, including structural integrity, slope stability, liquefaction, and groundwater monitoring methods.
  • Experience preparing, reviewing, and certifying technical reports and compliance documentation, including engineering evaluations and Emergency Action Plans.
  • Understanding of corrective action processes, including root cause analysis and evaluation and implementation of remedial solutions.
  • Familiarity with design and construction of CCR landfills and surface impoundments, including liners and leachate collection systems.
  • Strong analytical, problem-solving, and decision-making skills in complex environmental engineering contexts.
  • Effective leadership and project management skills, including team coordination, staff development, and performance oversight.
  • Strong written and verbal communication skills for interacting with clients, regulators, and internal stakeholders.
  • High attention to detail with a focus on accuracy, quality, and regulatory compliance.
  • Maintain a signatory credential (i.e. PE) in Delaware, Indiana, Ohio and/or Pennsylvania or have the ability to acquire the credential through reciprocity
  • Strong verbal/written communication skills are a must.
  • Must have a valid driver’s license, acceptable driving record, and capable of operating vehicles safely

Responsibilities

  • Develop innovative engineering solutions for complex CCR-related environmental challenges, including groundwater impacts and corrective action strategies.
  • Interpret and apply Federal CCR regulations; provide required PE certifications confirming compliance of designs, systems, and groundwater monitoring methods.
  • Lead and co-lead design teams, delegating tasks and supervising performance to ensure high-quality project execution.
  • Conduct and certify required CCR inspections and engineering evaluations, including structural integrity, slope stability, and liquefaction assessments.
  • Prepare, review, and certify CCR compliance documentation, including inspection reports, engineering evaluations, and Emergency Action Plans.
  • Oversee preparation and submission of permit applications and supporting materials to regulatory agencies.
  • Ensure all CCR documentation and certifications are accurate, complete, and properly maintained in operating records.
  • Provide design oversight and certification for CCR landfills and impoundments, including liners and leachate systems; verify construction meets approved designs.
  • Support corrective action processes by identifying causes of CCR impacts and evaluating and implementing effective remedies.
  • Collaborate with internal teams and external partners to deliver compliant engineering solutions.
  • Maintain and expand client relationships, serving as a trusted advisor and driving business growth.
  • Mentor and develop staff to support technical growth and project success.
  • Supervise assigned personnel, including performance management and resource planning.
