About The Position

We are seeking a Senior Engineer to support projects at New York City Transit (NYCT) in leading working group activities, evaluating system upgrades, and coordinating with stakeholders and vendors on critical ATS-related improvements and issue resolution. Parsons ATS Engineers work in a multidisciplinary environment to support the review, evaluation, approval, and acceptance of vendor work products associated with ongoing ATS system enhancements. The role includes chairing the ATS Working Group, conducting and leading technical meetings, preparing agendas and minutes, tracking actions, and supporting NYCT teams in discussions with CBTC/ATS suppliers related to system failures, crashes, and reliability improvements. This position also involves assessing the feasibility of proposed upgrades, contributing to the development of operational concepts and requirements, and ensuring that technical, operational, maintenance, and IT stakeholders are aligned on strategies that minimize downtime and support system performance. You must be organized, technically strong, and highly effective at communicating with clients, project teams, department leaders, and vendor representatives across a range of technical and management levels. Requirements

  • Bachelor’s in electrical or electronics Engineering/ communications or relevant discipline from an accredited institution (a combination of years of experience, education, training, and certifications will be considered in lieu of a degree)
  • 10 years of experience in implementation of rail systems.
  • Strong understanding of Centralized Traffic Control Systems, Vital and Non-vital Signal Interlocking Control Systems, and CBTC systems.
  • Excellent written and verbal communication skills, with the ability to build consensus and lead technical working group discussions.
  • Ability to work effectively in a client-facing environment with service and delivery managers, department heads, program managers, and construction managers.
  • Familiarity with NYCT operating rules for CBTC and non-CBTC trains in both revenue and non-revenue service.
  • Knowledge of control center operational strategies, field control capabilities, and the operational and maintenance roles of NYCT departments.
  • In-depth knowledge of ATS system capabilities specific to NYCT or similar large rapid transit networks, including schedule and timetable management, route management, trip management, train regulation, and train reporting functions.
  • Experience with real-time, mission-critical server-client architecture and models.
  • Knowledge of cybersecurity best practices, L2/L3 networking principles, systems engineering and integration, and software development principles.

Responsibilities

  • Assess the feasibility of proposed upgrades.
  • Contribute to the development of operational concepts and requirements.
  • Ensure alignment among technical, operational, maintenance, and IT stakeholders on strategies to minimize downtime and support system performance.
  • Develop a CONOPS document and collaborate with client/project stakeholders and user communities to define business and operational needs.
