About The Position

This role involves providing comprehensive federal retirement and benefits counseling to employees. Key responsibilities include assisting with retirement eligibility, options, annuity estimates, survivor benefits, and insurance programs. The specialist will prepare and review retirement-related documentation, support voluntary separation initiatives, and provide guidance on health and life insurance, as well as retirement savings programs. Additionally, the role requires counseling on various leave programs, serving as a liaison between employees and relevant authorities, supporting workers' compensation claims, maintaining accurate benefits records, and ensuring compliance with all applicable laws and regulations. The specialist will also be responsible for preparing reports, responding to audits, and developing training materials for employees on retirement and benefits programs.

Requirements

  • 7 years of experience interpreting and applying employee benefit practices, policies, laws and regulations to research and resolve complex federal employee benefits issues and problems.
  • Experience independently completing analysis and reconciling discrepancies or inconsistencies on benefits and creditable retirement service.
  • Experience providing guidance on the full range of employee benefit programs, including retirement.
  • Demonstrated experience providing retirement estimates for federal employees under the FERS and CSRS systems.
  • Experience providing personalized retirement counseling.

Responsibilities

  • Provide federal retirement and benefits counseling to employees regarding retirement eligibility, retirement options, annuity estimates, survivor benefits, insurance programs, and related benefits programs.
  • Prepare and review retirement estimates, retirement applications, and supporting documentation to ensure accuracy, completeness, and compliance with applicable regulations and policies.
  • Assist employees throughout the retirement process, including eligibility determinations, benefits counseling, application processing, and coordination with payroll and retirement authorities.
  • Support voluntary separation and early retirement initiatives by providing eligibility reviews, counseling, documentation support, and employee guidance.
  • Provide guidance and administrative support for health insurance, life insurance, and retirement savings programs, including enrollment actions, eligibility requirements, coverage options, and retirement impacts.
  • Counsel employees on leave programs and related benefits, including leave accrual, family and medical leave, paid parental leave, military leave, leave transfer programs, and leave-related benefits implications.
  • Serve as a liaison between employees, management, payroll offices, and external agencies to facilitate benefits administration and resolve benefits-related issues.
  • Support workers' compensation programs by assisting with claims processing, documentation, case management, return-to-work coordination, and related employee services.
  • Maintain benefits records, personnel documentation, and supporting case files to ensure accuracy, compliance, and audit readiness.
  • Ensure benefits and retirement actions comply with applicable laws, regulations, policies, and program requirements.
  • Prepare reports, respond to audits and inquiries, and provide recommendations to support program effectiveness and continuous improvement.
  • Develop and deliver employee briefings, training sessions, workshops, and informational materials on retirement, benefits, leave, and related human resources programs.
