About The Position

FYI is seeking HR professionals with comprehensive knowledge of the Federal Human Resources to provide efficient support services for our client. This professional will provide a full range of Human Resources related support services in support of our clients service activities including, but not limited to, the following:

Requirements

  • 7 years of experience conducting the full range of federal civilian staffing and placement duties to include determining assessment methods, developing job analyses building vacancy announcements in the USA Staffing system, assessing candidate qualifications, and issuing referral lists.
  • Knowledge of the laws, statutes and regulations governing all aspects of Title 5 and excepted service rules of the Code of Federal Regulations, with the ability to work independently with minor direction.
  • Delegated examining certification.
  • Demonstrated experience with federal reduction in force and workforce reshaping efforts.

Responsibilities

  • Provide full-cycle federal staffing and recruitment support, including workforce planning, recruitment strategy, candidate assessment, selection, onboarding, and personnel action processing.
  • Consult with managers and subject matter experts to develop hiring strategies, establish qualification requirements, and identify appropriate recruitment and assessment methods.
  • Conduct job analyses and develop supporting documentation to identify critical competencies, specialized experience requirements, and assessment criteria.
  • Create, review, and manage vacancy announcements and recruitment activities using automated staffing systems, ensuring accuracy, compliance, and effective outreach.
  • Evaluate applicant eligibility and qualifications, apply applicable hiring authorities and preference requirements, and conduct candidate rating and ranking activities.
  • Generate referral certificates, manage selection processes, and provide guidance regarding hiring regulations, procedures, and selection requirements.
  • Determine pay-setting recommendations and provide guidance on compensation, incentives, and related employment considerations.
  • Support personnel security and suitability processes, including coordination of background investigation and entry-on-duty requirements.
  • Prepare and review job offers, employment correspondence, and onboarding documentation for selectees.
  • Process personnel actions and maintain personnel records in human resources and payroll systems, ensuring data accuracy and regulatory compliance.
  • Maintain recruitment case files, hiring documentation, and supporting records to ensure audit readiness and compliance with applicable laws, regulations, and policies.
  • Respond to audits, reviews, grievances, and appeals by providing documentation, research, and supporting rationale.
  • Monitor and report hiring metrics and workforce data to support organizational workforce planning and decision-making.
  • Support workforce restructuring initiatives, including reduction in force (RIF) activities, retention standing determinations, placement actions, transition assistance, and related workforce management functions.
