About The Position

The County of Orange, Health Care Agency (HCA) is seeking a Senior Emergency Management Program Coordinator (Sr. EMPC) to work independently in the Health Disaster Preparedness (HDP) section. This role provides subject matter expertise and technical assistance to maintain, organize, implement, and evaluate multiple HCA Emergency Operations Plans. The Sr. EMPC will support the administration of Public Health Emergency Preparedness (PHEP) grants, coordinate HDP program goals and objectives, and lead the healthcare disaster preparedness initiative. Responsibilities include developing emergency preparedness plans, coordinating with external agencies, and overseeing training and exercises, including producing After Action Reports (AAR).

Requirements

• Two (2) years of experience in developing plans, procedures and training programs for a local, State or federal government emergency management program.
• Possession of a valid California Driver License, Class C or higher, is required by date of appointment.
• Comprehensive knowledge of major components of an emergency management system
• Working knowledge of organization and operations of various government agencies involved in community health and medical health disaster preparedness
• Understanding of grant budgets and program projects development and implementation
• Developing plans, policies, procedures, and instructions for emergency management systems
• Interpreting laws, rules and regulations governing health facilities
• Organizing, coordinating, directing and evaluating the process and outcome of a program(s) providing disaster management
• Organizing appropriate ad-hoc groups to strategize, implement & evaluate interventions
• Establishing priorities, managing competing demands, resolving escalated issues, and holding teams accountable for results
• Developing and maintaining effective systems to manage multiple tasks and track information
• Provide leadership to Emergency Preparedness and Hospital Preparedness programs
• Collaborate with public and private agencies to meet operational needs as they relate to medical health disaster preparedness
• Exchange information with internal and external partners and assure cooperation in achieving the goals of the agency
• Build and maintain effective partnerships with executive leadership, medical professionals, program managers, staff, and vendors
• Build team capacity by fostering staff development, promoting collaboration, and ensuring consistent, high-quality service delivery
• Speaking effectively and presenting information on emergency preparedness to medical specialists, community groups, internal and external stakeholders
• Communicating clearly to ensure audience engagement and understanding
• Communicating with and educating the public on emergency medical preparedness
• Excellent written communication skills, including preparing analyses and reports, recommendations, project updates, and operational documentation
• Facilitating collaborative decision-making among stakeholders with diverse priorities, operational needs, and implementation timelines

• Education that is related to the required knowledge and abilities may be substituted for up to one year of experience at the rate of three college semester units for one month of experience OR one year of full-time training that is related to the required knowledge, and abilities may be substituted for up to one year of experience; OR a combination of education and training may be substituted for up to one year of experience

Responsibilities

• Represent HCA, report/receive necessary information during regular Area Emergency Management Meetings held with cities, special districts, hospitals, mutual aid partners, OC Sherriff’s Department, OC Fire Authority, Municipal Fire Departments and other County Agencies
• Plan HCA Training, Exercises and document After Action Reports, meeting grant requirements
• Develop new plans and strategies meeting program requirements
• Review and build upon current plans.
• Participate in Health Care Coalition of Orange County (HCCOC) meetings, training and exercises and participate in multiple sub-working groups
• Provide analysis of emergency management principles, hazard vulnerability assessments and strategies to mitigate hazards within the County directly related to impacts to the health and medical system
• Collaborate with external stakeholders and community partners to coordinate paraprofessional response to public health emergencies/disasters, perform disaster preparedness exercises and trainings
• Respond to activations of the County Operational Area Emergency Operations Center and other locations to assist with emergency response and recovery
• Opportunity to travel for various Emergency Management conferences
