Under the general direction of the Director of Risk & Safety Management for Facility Operations Services (FOS), serves as an Emergency Management Coordinator for Health and Specialty Care System (HSCS). Provides program oversight, consultative services, and technical assistance of emergency management preparedness, response, and recovery activities for state hospitals and state supported living centers. Directly assists facilities with development, implementation, and evaluation of all-hazards Emergency Management Plans, Hazard Vulnerability Analysis, and Continuity of Operations Plans. Maintains situational awareness and coordinates/communicates incident information, threats, hazards, homeland security alerts, severe weather information, bulletins and other communications to stakeholders. Serves as liaison and maintains mutually supportive relationships with key state agencies, such as Texas Division of Emergency Management (TDEM), Texas Health and Human Services (HHSC), Department of State Health Services (DSHS), State Office of Risk Management (SORM), and other emergency response entities. Develops and maintains the HSCS Emergency Operations Center and serves in a Command or General Staff role during emergency operations, incidents, events, evacuations and/or exercises. Develops, coordinates, administers, presents/conducts, and evaluates emergency management-related presentations, trainings, and Homeland Security Exercise and Evaluation (HSEEP) compliant exercises to stakeholders.
