About The Position

To provide leadership and direction to district departments associated with the Research, Measurement and Accountability office to assist school and district leaders with achieving district goals through effective collaboration and systems-level problem solving.

Requirements

  • Bachelor’s degree from an accredited institution.
  • Three (3) years of professional work experience in accountability, research, evaluation, assessment, statistical analysis, and/or data strategy and reporting required.
  • Four (4) years of educational leadership administration, management, and/or supervisory experience required.
  • Demonstrated knowledge and ability to lead district initiatives in the areas of accountability, research, evaluation, assessment administration, test development, measurement, statistical analysis, and data strategy and reporting.
  • Demonstrated analytical skills, including leveraging quantitative and qualitative data to answer strategic questions.
  • Demonstrated skill in the leadership of technical personnel and experience in the management of technical projects requiring the use of data visualization, statistical, and other evaluative software.
  • Demonstrated knowledge of evaluation and research design, including knowledge of teacher evaluation methods and procedures, data management, the application of appropriate statistical procedures, data validation and analysis, and the interpretation of results.
  • Demonstrated knowledge of student assessment theory and assessment practices.
  • Demonstrated leadership skills to guide and support school and district leaders with data-driven decisions.
  • Demonstrated skill in leading diverse teams and managing multifaceted projects across departments.
  • Demonstrated ability to use data and research to inform strategic decisions and measure initiative outcomes.
  • Demonstrated skills in writing and presenting information in various formats (e.g., reports, briefs, dashboards) to school and district administrators, teachers, support staff, parents, and community members.
  • Demonstrated ability to thrive in complex and uncertain environments, including adapting to changing priorities and work assignments.
  • Demonstrated ability to facilitate group processes, engage in conflict resolution, planning, and decision-making between school and district leadership to build consensus and develop goals.
  • Demonstrated success in managing large and complex projects and working collaboratively with others to establish goals and objectives, develop action plans, conduct data analysis, meet critical deadlines, and share results.

Nice To Haves

  • Experience leading district initiatives in K-12 education preferred.

Responsibilities

  • Model the routine, intentional, and effective use of technology in daily work, including communications, organization, and management tasks.
  • Establish clear and measurable goals for all relevant areas of responsibility and support departments’ annual scope of work to ensure alignment throughout the year with department targets and district priorities.
  • Represent the division, office, and district in internal and external presentations, meetings, and conferences.
  • Supervise and coordinate responsibilities across multiple departments within the office.
  • Plan, implement, and monitor the completion of tasks and projects according to established timelines.
  • Provide leadership, assistance, technical expertise, and support services to school and district leaders in the areas of accountability and improvement, research, evaluation, assessment administration, test development, measurement, statistical analysis, and data strategy and reporting.
  • Ensure that the development and implementation of procedures and processes are in place to meet critical district, state, and federal requirements (e.g., management of accountability data corrections, accurate calculation of student learning growth ratings for instructional and administrative personnel, creation of assessments to meet research-based validity and reliability standards, facilitation of test administration procedures) and monitor these processes for compliance and effectiveness.
  • Support in-depth collaboration with colleges, universities, and research institutions in producing rigorous research that helps the district make informed decisions to better serve students, parents, and the community.
  • Foster collaborative relationships with other district divisions and departments (e.g., Legal Services, Communications, Human Resources), and external stakeholders (e.g., research partners, community organizations, government agencies) to ensure legal compliance with all department initiatives.
  • Communicate effectively with district and school leaders to identify areas for continuous improvement.
  • Guide department leaders in allocating time and providing alignment with district priorities and strategic goals.
  • Plan, manage, and monitor the fiscal requirements across all areas of responsibility.
  • Evaluate staff in terms of their performance responsibilities and provide job-embedded professional learning to strengthen leadership skills and effectiveness.
  • Responsible for making hiring recommendations.
  • Provide mentoring and guidance to direct reports.
  • Keep the supervisor(s) and other key people informed of critical issues about which they should be aware.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in the current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
