About The Position

Under the direction of the Deputy Executive Director, provides day-to-day operational leadership and oversight for the delivery of residential services in Tompkins and Tioga counties. Effectively supports ongoing and collaborative communication amongst all program staff and is responsible for ensuring a trauma-informed care environment.

Requirements

  • Bachelor’s degree in human services, social work, business administration, public administration, or related field preferred
  • Valid NY State Driver License and access to a reliable vehicle.
  • Minimum five (5) years of housing, residential, behavioral health, or human services experience
  • Minimum two (2) years of supervisory or management experience required.
  • Experience with supportive housing, homelessness systems, regulatory compliance, and multi-site operations preferred.
  • Strong leadership, communication, organizational, and problem-solving skills
  • Relevant years of experience and education will be considered
  • Ability to prioritize assignments, plan, and complete work projects with minimal direction
  • Exceptional time management skills and ability to effectively and meet deadlines
  • Excellent verbal/written skills
  • Ability to work in the following software programs: Windows, Microsoft Office, and multiple online software platforms as required by funders and partner organizations
  • Ability to maintain confidentiality and handle confidential information with discretion
  • Ability to demonstrate behaviors and attitudes which support organizational mission, philosophy, and policies
  • Ability to work in a cooperative and helpful manner with all individuals
  • Willingness and ability to foster agency and program wide cooperation and teamwork through use of positive/constructive communication techniques
  • Adheres to all applicable federal and state laws and regulations including, but not limited to, those governing confidentiality, privacy, program, billing, and documentation standards.

Responsibilities

  • Directs core services and provides operational leadership for residential services under the direction of the Deputy Executive Director.
  • Manages quality assurance, utilization review (at program level), and program evaluation activities in accordance with agency policy and procedure.
  • Ensures the development and maintenance of departmental policy and procedural manuals.
  • Participates in strategic planning and implements approved initiatives.
  • Supports grant development by providing program data, narrative input, and budget recommendations.
  • Supports administration of housing-related contracts.
  • Monitors housing program budgets in coordination with Finance and the Deputy Executive Director.
  • Assists with implementation of approved new housing initiatives.
  • In alignment with federal, state, city, and local regulations and standards, develops and updates all department policies and procedures.
  • Directs all new programs and projects in housing.
  • Utilizes and contributes to program performance tracking systems.
  • Provides effective leadership and management of all departmental personnel in accordance with agency policy and procedures.
  • Hires, orients, coaches, and evaluates program management staff (with Deputy Executive Director oversight).
  • Assures ongoing staff training and development.
  • Represents housing programs in matters pertaining to services with public and private funders, governmental agencies, church, and community organizations as assigned.
  • Works cooperatively with other department directors, church and community agencies to promote and advocate for effective program practices and legislation.
  • Participates in collaborations, which include but are not limited to OASAS, OMH, Whole Health, HUD, IURA, HSC, Continuum of Care, Care Compass, etc.
  • Works to minimize risk and ensure safety protocols and procedures for the agency.
  • Audits: Oversees program level quality assurance, internal audits, utilization review and corrective action follow-up.
  • Shares in the overall management of the agency through participation in various committees, work groups, and teams appointed to assist in the development of agency policies/procedures, new programs, and strategic planning.
  • Participates in relevant agency meetings and trainings.
  • Actively pursues development and professional competencies related to job role, performance, supervision, in-service trainings, and attendance at conferences and workshops.
  • Awareness and active support of the agency's mission, values, strategic plans, including but not limited to supporting the agency's core competency initiatives of being collaborative and community-focused, innovative, entrepreneurial, and culturally competent and diverse.
  • Surveys: Utilizes and contributes to program performance tracking systems, including client satisfaction survey processes. Reviews results of survey with compliance department.
  • Ensures timely submission of housing-related program data and required reports, including outcome tracking and follow-up, related to housing placements, retention, assistance, and supports.
  • Other duties as assigned.
