About The Position

Inter-Con is seeking a Senior Director of Benefits to take full ownership of the company’s benefits strategy, design, and function. This is a highly visible leadership role responsible for rebuilding, optimizing, and scaling the benefits organization to support a large, distributed, and primarily blue-collar workforce. This leader will operate as both a strategic architect and hands-on operator, responsible for designing competitive, compliant, and cost-effective benefits programs while bringing structure, discipline, and accountability to the function. The ideal candidate brings deep expertise in self-insured plans, claims analysis, and benefits design, combined with strong business acumen—someone who understands how to balance employee offerings with financial performance in a thin-margin, high-volume environment.

Requirements

  • 10+ years of progressive experience in benefits, including plan design and strategy
  • Proven experience leading benefits for large populations (2,000+ employees on medical plans)
  • Deep knowledge of self-insured plans, claims analysis, and benefits economics
  • Strong expertise in ACA, ERISA, COBRA, HIPAA, and 1095-C reporting
  • Demonstrated ability to act as a strategic business partner, balancing cost and employee experience
  • Experience designing or redesigning benefits programs across multiple environments or contracts
  • Strong leadership presence with the ability to influence executive stakeholders

  • Experience in union environments / CBAs
  • Background in high-volume, labor-intensive, or staffing-heavy industries
  • Experience supporting organizations with thin margins and complex cost structures

Responsibilities

  • Lead the design and evolution of all benefits programs, including medical, dental, vision, 401(k), and voluntary benefits
  • Analyze claims data, utilization trends, and cost drivers to inform plan design and vendor strategy
  • Develop innovative, cost-effective plan structures (e.g., contribution strategies, plan design changes, tiered offerings)
  • Ensure benefits programs align with both employee needs and company financial objectives
  • Act as a strategic partner to executive leadership, providing recommendations to maximize the economics of benefits programs
  • Develop and present data-driven strategies to control costs while maintaining compliance and competitiveness
  • Evaluate financial impact of benefits decisions across a large employee population (3,000+ enrolled)
  • Support contract bidding and pricing considerations where benefits impact overall business economics
  • Take full ownership of the benefits function, including team structure, performance, and long-term vision
  • Lead the transformation and rebuild of a developing function, establishing scalable processes, governance, and accountability
  • Partner with and mentor the Senior Manager and broader team to ensure strong operational execution
  • Drive a culture of ownership, decision-making, and continuous improvement
  • Ensure full compliance with ACA, ERISA, COBRA, HIPAA, 1095-C reporting, and other regulatory requirements
  • Oversee audits, filings (including 5500), and risk mitigation strategies
  • Ensure adherence to collective bargaining agreements (CBAs) and union-related benefits requirements
  • Lead relationships with brokers, carriers, TPAs, and consultants
  • Negotiate contracts and ensure optimal vendor performance and cost structures
  • Evaluate and optimize vendor ecosystem to improve service delivery and reduce costs
