About The Position

Under the direction of the Deputy Chief of Tenant Based Housing, the Senior Director of Housing Stabilization and CES will provide agency wide programmatic and administrative oversite to the activities related to time limited subsidy, prevention contacts and Housing Navigation contracts throughout Los Angeles County. This position also includes oversite around Community and faith-based Coordination, as well as representing the agency by participating in all CES planning, implementation and strategy. The candidate selected for this position will ensure a comprehensive plan for collaboration that is based on best practice models that work to properly house homeless and chronically homeless individuals. In partnership with other agency leaders, the Senior Director of Housing Stabilization will ensure that each program is meeting its targets by effectively tracking housing goals, and reporting on outcomes or barriers in meeting these goals. In addition, the Senior Director of Housing Stabilization will work to integrate services agency wide by providing housing resources and accepting in house referrals when appropriate.

Requirements

  • Bachelor's (BA) required in mental health field (Social Work, MFT, or Psychology); or four (4) years of related leadership experience.
  • Experience working with individuals who are experiencing homelessness, mental illness, substance addiction and medical challenges
  • Three (3) years of experience providing direct supervision and management of staff
  • Able to work in a high tolerance Harm Reduction model with individuals who have multiple barriers.
  • Ability to work as part of a multidisciplinary team.

Responsibilities

  • Interface with partners, including community health providers, the business community, and social service/housing providers to reduce the number of people experiencing homelessness.
  • Work in collaboration with our funders (LAHSA City of SM, LACASHA, HSH) to maintain a good rapport when managing and executing housing programs in accordance with the guidelines outlined.
  • Work collaboratively with TPC’s internal finance department to create a budget plan each fiscal year for every individual contract and funding source within the department. This also means scheduling fiscal evaluation assessments throughout the year to ensure each program is spending down while remaining within the allotted budget plan.
  • Work in conjunction with TPC’s internal compliance team to create an internal quality review plan and schedule for the major programs to ensure each program remains in compliance as outlined by our funders.
  • Participate in community meetings with partners to create a baseline of understanding of CES and any system changes impacting our collaborative work and ensure that appropriate staff from your team are also participating in these meetings.
  • In collaboration with the Director of Housing Stabilization, ensure oversite of all leadership staff that are responsible for programmatic and administrative oversite of staff providing direct client care.
  • Provide crisis intervention support to staff to triage appropriate interventions that are trauma informed and harm reduction focused.
  • Work collaboratively with public, private, and nonprofit sector groups.
  • Oversee and manage file review for required grant documentation and eligibility as it relates to time limited subsidy and prevention contracts.
  • Conduct ongoing record keeping and client file management for quality assurance and audit preparation.
  • Provide ongoing monthly trainings for staff and create opportunities for information sharing of system wide specific changes.
  • Facilitate meetings spaces for managers of the department to create a collaborative, team culture where information and/or issues can be discussed and resolved for maximized learning.
  • Take a lead role in all fiscal and program audits as well as coordinate corrective action plans in order to remain in compliance with our funders.
  • Oversight and integration of community serving resources, such as Housing Assistance Program funds, when available.
  • Manage and leverage internal resources and contracts to ensure integrated services.
  • Provide oversite regarding hiring and ensure Diverse and Equitable hiring practice to appropriately reflect the diversity of the population served.
  • Participate in the Annual Review Process and ensure that assigned staff are part of this process.
  • Ensure that leadership staff are acting as the Liaison with landlords, funders and housing authorities in order to maintain good relationships and increase resources.
  • Special projects and other duties as assigned
