About The Position

The Program Manager, Housing Stabilization and CES will provide oversight to case management staff responsible for field-based services to single adults experiencing homelessness as they transition into permanent housing. The selected candidate will supervise a team of up to four or more program staff, providing oversight, coordination of services, and ensuring staff assist clients in accessing permanent housing opportunities by locating suitable housing options, implementing housing stabilization plans, and coordinating multiple services to meet each client's needs. The Program Manager is also responsible for building and maintaining good working relationships with landlords/management companies/property owners, as well as with other homeless service providers and partnering agencies.

Requirements

  • Bachelor’s degree and two (2) years’ experience working with homeless individuals living with mental illness and/or substance abuse disorders or five (5) years or equivalent experience.
  • Prior management experience strongly preferred.
  • Extensive knowledge of local and federal government benefits and entitlements.
  • Knowledge of HUD guidelines as they relate to client housing resource eligibility.
  • Able to work in a high-tolerance harm reduction model with clients who have multiple barriers.
  • Current, valid California Driver’s License with an acceptable driving record and reliable vehicle.

Responsibilities

  • Responsible for the oversight, development, direction, training and supervision of staff providing Housing Navigation, Prevention and Time Limited Subsidy services.
  • Responsible for ensuring that the team works to achieve objectives, deliverables, and outcomes as described in the scope of work.
  • Provide daily coordination and oversight of program operations and program activities.
  • Implement and delegate housing coordination and placement of individuals enrolled in the program.
  • Understanding of contractual obligations and program performance metrics.
  • Assist in recruitment, selection, training, supervision, and evaluation of direct service staff.
  • Ensure that direct reports enter data into HMIS in a timely manner.
  • Ensure that direct reports keep accurate, well-written/well documented case notes.
  • Ensure that direct reports complete all documentation and paperwork in a timely manner; prepare clear and thorough assessments and referrals for inclusion in case files.
  • Implement and delegate housing coordination and placement for individuals.
  • Engage in housing acquisitions activities by developing relationships with landlords and property managers in order to ensure housing options are available.
  • Work with clients to develop and implement a housing stabilization plan that will maximize housing location, placement, and retention which will increase quality of life and community engagement.
  • Assess clients’ legal, financial, social, medical, psychological, and other needs related to their housing situation to assist in accessing services.
  • Mediate conflict between clients and landlords/management companies to promote housing stability.
  • Assist client with completing housing applications and securing housing of their choice.
  • Transport clients for to view best fit housing resources as needed.
  • Accompany clients as needed to appointments related to housing stability (e.g. HACLA appointments, doctor’s appointments, court appearances, benefits hearings, etc.).
  • Assist clients in developing and attaining goals related to education, vocational training, and/or employment.
  • Attend required trainings while seeking out learning opportunities for continued education; staying up to date on best practices in ending homelessness and client care.
  • Provide crisis intervention support whenever appropriate and as needed and support direct reports with crisis assessments to triage appropriate interventions.
  • Ensure that all Annual Reviews are completed in a timely manner on all direct reports.
  • Ensure diverse and equitable hiring practices to appropriately reflect the diversity of the population served.
