About The Position

Amentum, a global leader in mission solutions, engineering, technology, and national security solutions, is seeking a SkillBridge intern as Senior Director, EDSC Program Contracts Integrator. This position is intended for transitioning military service members participating in the Department of Defense (DOD) SkillBridge Program who will be transitioning from active military duty within the next 6 months. Amentum is an Industry Partner of the Department of Defense (DOD) SkillBridge Program. Position Summary The Senior Director, Program and Contracts Integration is a senior leadership position within Amentum’s Mission Solutions organization, focused on the Expeditionary Diplomacy and Supply Chain business line. This role serves as the primary strategic integrator and central point of contact that closes the critical gap between Program/Operations, Growth/Capture, and Contracts functions. Reporting directly to the Vice President of Contracts for the Mission Solutions Business group providing direct support to the Senior Vice President (or designee), the Senior Director proactively shapes the conditions for successful capture, award, transition, and delivery of complex global programs involving goods and services. The position drives Annual Operating Plan (AOP) objectives through measurable performance improvements, maintains forward-looking leadership on all contract-related administration, compliance, and functional matters, and serves as Acting Deputy Vice President of Contracts (or equivalent) as required. The role provides functional leadership and supervisory oversight to contracts and subcontracts professionals, while seamlessly integrating key VP-level Contracts functions, including strategic oversight of the prime and subcontract portfolio, development of contracting and subcontracting strategies aligned with business growth objectives, enterprise-wide compliance leadership, risk governance, policy development, and functional guidance to contracts and subcontract management teams. The Senior Director develops and implements enterprise-grade policies, procedures, and frameworks to ensure seamless end-to-end integration of contract and subcontract operations into the business line while tracking and improving defined KPIs such as contract compliance rate (>95% target), subcontract flow-down compliance, small business utilization goals, contract cycle times, risk mitigation effectiveness, and on-time delivery performance. By leading integrated cross-functional working groups and fostering collaboration, this role eliminates silos, reduces risk, accelerates win rates and execution excellence, and supports sustainable growth in a highly regulated defense and government contracting environment. This high-visibility role demands a seasoned leader capable of operating at both strategic and operational levels while providing VP-equivalent contracts and subcontract leadership — including people leadership — to deliver measurable improvements in performance, compliance, and mission outcomes.

Requirements

Bachelor’s degree in Business Administration, Law, Supply Chain Management, International Relations, or a related field (Master’s degree, MBA, or Juris Doctor strongly preferred).
15+ years of progressive, senior-level experience in contracts management, subcontract management, program management, or business operations within the U.S. defense/government contracting industry (large prime contractor environment required).
Demonstrated success operating at a senior director or VP-equivalent level, bridging Program/Operations, Business Development/Capture, Contracts, and Subcontracts functions in a matrixed organization, with proven experience providing supervisory or functional leadership to contracts professionals and improving team performance.
Deep expertise in Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), subcontracting regulations (FAR Part 44, DFARS Part 244), and other applicable requirements, including export controls, small business subcontracting plans, and international contracting relevant to expeditionary, diplomacy, and global supply chain programs.
Proven track record in contracts and subcontracts compliance leadership, policy development, flow-down governance, risk management, and functional oversight at scale.
Proven ability to lead cross-functional teams, drive organizational change, and influence without (or with limited) direct line authority over all stakeholders, including hands-on people management experience.
Strong executive presence with exceptional communication, negotiation, facilitation, influence, and strategic thinking skills.
Clear, concise written and oral communication skills tailored to Contracts and business audiences.
Ability to obtain and maintain a U.S. government security clearance (Secret or higher) and any required special program accesses.
Willingness and ability to travel domestically and internationally up to 25–30% to support mission needs.
Must be able to obtain and maintain facility credentials/authorization.
US Citizenship is required for facility credentials/authorization at this work location.

Nice To Haves

Prior experience at Amentum or similar large defense contractors supporting expeditionary logistics, diplomacy, contingency operations, or global supply chain missions.
Professional certifications such as Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Project Management Professional (PMP), or equivalent.
Direct experience with Department of Defense, Department of State, or other federal agencies in mission-critical, austere, or expeditionary environments.
Background in supporting international government contracts.
Familiarity with Amentum’s Mission Solutions portfolio, contract vehicles (e.g., IDIQs, LOGCAP-type vehicles), and customer base.

Responsibilities

Partner with Growth and Capture teams to shape solicitations, prime contract terms, subcontract strategies, and overall acquisition approaches that align with operational realities and optimize for successful post-award performance and customer mission success, targeting improvements in proposal win rates and reduced contract cycle times.
Collaborate with Program Managers and Operations leadership to ensure prime and subcontract obligations are fully aligned with delivery capabilities, enabling smooth transitions from proposal to execution and closeout while achieving on-time delivery (OTD) rates and first-pass yield targets.
Provide strategic contract and subcontract expertise and senior functional leadership across the full acquisition lifecycle, including proposal development support, negotiations, modifications, contract and subcontract administration, and performance optimization.
Oversee the development and execution of comprehensive contracting and subcontracting strategies that support business line growth objectives, portfolio expansion, small business subcontracting goals (e.g., achievement against SBA-mandated percentages for small/disadvantaged/women-owned businesses), and alignment with corporate priorities.
Lead the design and implementation of effective subcontractor sourcing, selection, and management approaches, including make-or-buy decisions, competitive sourcing, and long-term supplier relationship strategies tailored to expeditionary and global supply chain environments, with metrics focused on supplier performance scores and subcontract compliance rates.
Provide functional leadership and direct or matrix supervisory oversight to contracts and subcontracts team members, including performance management, professional development, mentoring, and resource allocation to ensure high-performing execution of contracts responsibilities.
Maintain proactive, enterprise-wide leadership on prime contract and subcontract administration, regulatory compliance (FAR, DFARS, and agency supplements), and policy matters; anticipate issues, drive early resolution, and implement preventive controls and process improvements across the portfolio, targeting contract compliance rates exceeding 95% and minimal audit findings.
Direct compliance oversight and governance for prime contracts and subcontracts, including development and enforcement of internal controls, flow-down matrices, training programs, and monitoring mechanisms to ensure adherence to all applicable federal, state, local, and international regulations, while tracking subcontract flow-down compliance and dispute frequency.
Serve as the central point of contact and trusted strategic advisor to the Senior Vice President on all program-contract-subcontract integration and contract-related matters, delivering timely insights, risk assessments, mitigation recommendations, and executive-level dashboards on key metrics such as portfolio risk exposure, compliance status, and AOP progress.
Act as Acting Deputy Vice President of Contracts (or equivalent) during absences or as delegated, assuming responsibility for contracts and subcontract leadership, functional guidance, decision-making authority, portfolio oversight, and supervisory responsibilities for the function.
Incorporate VP-level Contracts and Subcontracts functions, including strategic portfolio risk management for both prime and subcontracts (measured by risk assessment scores and mitigation effectiveness), oversight of negotiations and administration, compliance program leadership, subcontract flow-down management, pricing strategies, audit readiness, and alignment of all contracting and subcontracting activities with business objectives and regulatory requirements.
Develop, implement, continuously improve, and enforce sound policies, procedures, playbooks, training programs, and governance frameworks to achieve full end-to-end integration of prime contract and subcontract operations into all business line processes—from opportunity identification through capture, award, execution, and closeout—while driving reductions in contract cycle time and revenue leakage.
Lead and facilitate integrated cross-functional working groups, governance forums, tiger teams, and lessons-learned reviews involving Program, Operations, Growth, Capture, Contracts, Subcontracts, Finance, Legal, Quality, and other stakeholders to resolve issues and drive continuous improvement in subcontract performance, compliance, and metrics such as supplier on-time delivery and quality ratings.
Drive achievement of Corporate (and EDSC) Annual Operating Plan (AOP) objectives through integrated planning, resource alignment, performance tracking, and regular executive dashboards on portfolio health, compliance status, integration initiatives, subcontract performance metrics (e.g., small business utilization, cost savings from subcontract strategies), and key risk indicators.
Identify, assess, and mitigate contractual, subcontract, operational, financial, and supply chain risks across the portfolio; develop and execute comprehensive mitigation and opportunity-capture plans in partnership with functional teams, targeting measurable reductions in risk exposure and dispute frequency.
Provide senior guidance on subcontract management, including flow-down compliance, subcontractor performance monitoring, payment processes, change management, dispute resolution, and closeout to protect company interests while supporting mission delivery in austere and expeditionary environments, with KPIs focused on subcontract closeout timeliness and payment compliance.
Champion organizational capability building through knowledge sharing, mentoring, training programs, and best-practice dissemination in integrated program-contracts-subcontracts management and compliance, including direct development and performance evaluation of team members.
Represent the business line in senior-level customer engagements, industry forums, and internal leadership meetings on contract strategy, subcontract management, integration, and compliance topics.
Support special projects, internal audits, regulatory inquiries, process re-engineering initiatives, and other strategic efforts as directed by the SVP, including tracking and reporting on metrics such as negotiated benefits realization and cost savings achieved through integration efforts.
