About The Position

Radiance Technologies, a rapidly growing employee-owned company, is looking to add a strong, ambitious, dedicated, and self-motivated Program Integrator to our team to support program management, acquisition, and contracts requirements. The candidate will perform a variety of acquisition roles supporting a complex Electromagnetic Warfare (EW) program for an Acquisition Category (ACAT) II product office with Capability Program Executive for Intelligence & Spectrum Warfare (CPE ISW).

Requirements

  • Bachelor’s degree with 10 years direct experience as a DoD acquisition professional or a master's degree with 7 years direct experience as a DoD acquisition professional.
  • Experience in an Army or DoD program office supporting cost, schedule and performance metrics.
  • Experience developing acquisition strategies and plans (ex. Simplified Acquisition Management Plan (SAMP).
  • Strong communication and analytical skills, self-starter, and detail oriented.
  • Experience with acquisition regulations and guidance (ex. DoDI 5000 series, Army Transformation Initiative, Adaptive Acquisition Framework (AAF), etc.).
  • US Citizen with a current DoD Top Secret security clearance with SCI eligibility.

Nice To Haves

  • DoD Acquisition Workforce Certification Level III in Program Management.
  • Experience with Major Capability Acquisitions (MCAs) and Middle Tier Acquisitions (MTAs).
  • Experience with federal/DoD statutory and regulatory requirements (ex. Clinger Cohen Act, Systems Engineering Plan (SEP), test and Evaluation Master Plan (TEMP), etc.).
  • Previous experience with Other Transactional Authority (OTA) Contracts.
  • Previous experience with the Army Contracting Command.

Responsibilities

  • Provide acquisition strategy and contract strategy development and analysis during pre-solicitation through contract execution.
  • Provide guidance on regulatory and statutory requirements governed by the FAR/DFAR/DoD Instruction 5000 series to guide acquisition processes and gate reviews.
  • Develop government Contract Requirement Packages for multiple contract types: service, R&D, IDIQ, cost type contracts, firm fixed price contracts and incentive type contracts.
  • Analyze contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure.
  • Support development and/or review of acquisition and program management documentation, briefings and white papers.
  • Assist with development of Statements of Work/ Performance Work Statements, CDRLs, source selection plans, other contract related documentation.
  • Provide review and comment on contractor technical evaluations and/or independent government cost estimates.
  • Assist in the Planning, Programming, Budgeting, and Execution (PPBE) process and help establish long range procurement objectives for requirements to be executed each fiscal year.
