Senior Digital Engineering (DE) Integration & Oversight Engineer

Scientific Research Corporation•Alexandria, VA
•$136,850 - $228,100

About The Position

Scientific Research Corporation is seeking a highly skilled Senior Digital Engineering (DE) Integration & Oversight Engineer to provide Systems Engineering and Technical Assistance (SETA) support to the Department of War (DoW) Test Resource Management Center (TRMC). Operating under the Chief Engineer, this non-supervisory position provides senior technical advisory support, independent assessment, and technical coordination for performer-developed Digital Engineering Ecosystem (DEE) capabilities supporting the modernized test and evaluation (T&E) enterprise. The engineer will assess DEE architecture, data and toolchain approaches, technical integration risks, and implementation maturity; coordinate with TRMC technical resources to support alignment with existing infrastructure and future roadmapping; and provide decision-quality findings to Government leadership. The role collaborates with the prime performer, cybersecurity personnel, an M&S SME, test stakeholders, and data and infrastructure teams. Travel is approximately 20% of the year (about 10 non-consecutive weeks) to performer worksites, test facilities, and Government offices.

Requirements

  • Bachelor’s degree in systems engineering, Computer Science, Engineering, or a related technical discipline and 10+ years of relevant experience.
  • Demonstrated experience with Digital Engineering, including MBSE, digital threads, authoritative data or model sources, requirements traceability, and configuration management.
  • Demonstrated experience evaluating, architecting, or integrating complex engineering toolchains, data environments, or collaborative software platforms supporting engineering, design, T&E, M&S, analytics, or operations.
  • Experience with engineering-data architecture, including metadata, provenance, lineage, interoperability, data quality, and lifecycle management; and experience assessing data pipelines, ingestion workflows, or technical data environments involving test, sensor, operational, facility, or engineering data.
  • Working knowledge of cloud, hybrid, on-premises, or HPC-enabled environments and modern software or data integration approaches supporting engineering or data-intensive workloads.
  • Proven ability to provide senior-level technical advice, identify systemic risks to Government programs, and assess contractor technical deliverables and proposed solutions.
  • Exceptional written and verbal communication skills, including demonstrated experience authoring technical evaluation reports and delivering authoritative briefings to Government leadership.
  • Experience working in a matrixed SETA, Government program office, defense acquisition, T&E, or comparable technical-advisory environment.
  • Highly organized, detail-oriented, and able to operate independently with senior-level discretion and minimal supervision.
  • Proficiency using Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.
  • Currently hold an active U.S. Government Secret security clearance.
  • U.S. citizenship is required.

Nice To Haves

  • Master’s degree or Ph.D. in Systems Engineering, Computer Science, or a related discipline.
  • Direct experience as a SETA contractor or Government advisor evaluating prime contractors’ technical execution and deliverables in digital engineering or defense systems.
  • Experience supporting high-speed aerospace, hypersonics, propulsion, wind-tunnel testing, ground-test operations, advanced weapons, or comparable complex T&E environments.
  • Hands-on familiarity with MBSE, PLM, DevSecOps, and engineering-collaboration tools such as Cameo/MagicDraw, Teamcenter/Windchill, GitLab, Jira, Confluence, or comparable platforms.
  • Familiarity with automated metadata tagging, data catalogs, semantic models, data lineage, data-quality controls, and policy-aware data pipelines.
  • Knowledge of HPC workflows and scientific data management frameworks, such as HDF5 and open-source engineering APIs.
  • Familiarity with cybersecurity and data-protection concepts for engineering environments, including access control, auditability, data partitioning, secure interfaces, zero-trust principles, and controlled operation across separate authorized environments.
  • Experience evaluating retention of security, customer-sensitivity, configuration, provenance, and other metadata through data transformation, analysis, aggregation, storage, export, and downstream model or analytics workflows.
  • Understanding of integration of AI/ML tools or automated analytics into engineering pipelines to accelerate evaluation and oversight.
  • Understanding of integration challenges among facility controls, data-acquisition systems, digital twins, M&S tools, analytics platforms, customer data, and enterprise engineering infrastructure.
  • Eligibility for a Top Secret / SCI security clearance.

Responsibilities

  • Independently assess the prime performer’s DEE architecture, implementation, integration, verification, and sustainment approach, including MBSE and PLM tools, data environments, digital twins, M&S, AI/ML-enabled analytics, HPC, APIs, workflow automation, and DevSecOps or collaboration platforms.
  • Assess digital-thread implementation, authoritative data and model sources, configuration management, data provenance, and traceability across requirements, design, test, analysis, and lifecycle artifacts.
  • Evaluate proposed DEE software, tools, interfaces, data architectures, and integration approaches for support of Government requirements, T&E user workflows, interoperability objectives, and long-term sustainment.
  • Evaluate performer approaches for automated metadata tagging, data lineage, provenance, and policy-aware data handling from data ingest through storage, analytics, M&S, reporting, and authorized dissemination across distributed Government and contractor facilities.
  • Identify and communicate technical, interoperability, data-management, cybersecurity, scheduling, and programmatic risks, including toolchain fragmentation, vendor lock-in, scalability constraints, metadata integrity, and interface dependencies.
  • Coordinate with TRMC technical resources, cybersecurity, data-governance, and infrastructure stakeholders to assess proposed DEE solutions; identify alignment and reuse opportunities, interface requirements, data-protection considerations, technical gaps, and future roadmap needs.
  • Support Government participation in performer-led technical and milestone reviews, assess key technical deliverables and verification approaches, and provide findings and recommendations to the Chief Engineer and Government Program Manager.
  • Prepare and present technical assessments, risk assessments, trade studies, roadmap inputs, and executive decision briefings to the Chief Engineer, Government Program Manager, and other senior stakeholders.
  • Communicate complex digital engineering, architectural, and data integration concepts effectively to technical engineering teams and non-technical executive stakeholders.
  • Support preparation of technical inputs for Statements of Work, Independent Government Cost Estimates, and facility-requirements documentation.
  • Collaborate across multidisciplinary engineering, test, cybersecurity, infrastructure, and program-management teams.
  • Travel approximately 20% of the year to performer worksites, test facilities, and Government offices to observe development activities, participate in milestone reviews, and conduct integration assessments.
