About The Position

As a Senior Delivery Stream Engineer, you will lead and oversee all procurement activities (pre-Purchase Order (PO) and post-PO) for the APX Supply Chain Team, focusing on ensuring auxiliary equipment and components are delivered on schedule, on budget, and meet all applicable quality requirements. You will be an individual contributor responsible for large-scale AP1000 New Plant Procurement Projects, working with cross-functional teams and standard work to build, execute, and report project implementation plans. You will lead all procurement activities in assigned programs to assure readiness for pre-PO and post-PO to ensure predictive delivery during execution. You will partner with APX Supply Chain functional teams to assist with project charters, benefits, and resource requirements. You will be responsible for monitoring active projects, updating status, eliminating roadblocks, and escalating issues as appropriate. You will investigate, coordinate, and communicate project changes and contribute to the development of a sourcing plan that will minimize risks, generate savings, and ensure predictive delivery through project execution. You will report to the WBS7 Lead Aux Equip and be located at the Cranberry Township, PA office on a hybrid basis. No relocation will be provided for this position.

Requirements

• Bachelor's degree in Engineering.
• Minimum of 4+ years of relevant experience (contract/project administration, preferably of large, complex engineering, procurement, and construction projects).
• Ability to develop and maintain long term productive relationships with suppliers
• A team player collaborating with multiple regions & product lines to serve Westinghouse's customers.
• Ability to communicate and engage at all organizational levels, ability to cultivate and sustain high quality professional relationships.
• Strategic & analytical orientation with ability to translate strategy into tangible operational results.
• Experience with large and complex cross-functional projects
• Ability to travel globally up to 20% based on business needs

Responsibilities

• Sign off on Safety Related requisitions as needed.
• Review and communicate safety-related requirements and details with suppliers.
• Support development of sourcing & procurement strategies and plans together with Offer and Project Teams. Identify and capture the demand, identify potential suppliers, and establish a communication channel towards the suppliers.
• Support Commercial Teams with execution of sourcing strategies to achieve business goals while driving continuous improvement:
• Coordination of the RFQ Process and establishing sourcing strategies for suppliers and services.
• RFQ development and preparation, definition of commercial conditions.
• Solicit quotations and analyze contract proposals while leading formulation of strategy and negotiation of pricing, delivery, terms and conditions to satisfy requirements for highly complex and specialized materials, equipment, components, and services.
• Leading Contract preparation and purchasing process.
• Analyze and evaluate all elements of cost for commodity groups to identify and obtain cost improvements. Develop strategies and tactics to maximize supplier base cost/value.
• Develop and maintain extensive relationships with key suppliers and stakeholders while mediating and resolving contract performance issues.
• Utilize the corporate Approved Supplier List Process for sourcing requirements.
• Understand all the key operational & commercial elements of suppliers such as, but not limited to: Financial Stability and Objectives, Global/Regional Presence, Available Capacity, Top customers, and Top competitors and keep the Supply Chain Organization and business stakeholders informed of supplier capacity/performance and market constraints for future plans and actions.
• Understanding of supplier capacity, capability and manufacturing processes compared to project technical requirements in collaboration with Supplier Performance Excellence (SPE) Organization.
• Ensure compliance with regulatory requirements and Westinghouse's Procurement policies and procedures.
• Manages supply and supplier commitments after purchase order or contract is made, including change and contract management. Understanding and analyzation of the entitlement and cost basis, supporting negotiation, drafting agreements on changes and reflecting the change in the System (SAP, etc.)
• Support the Accounts Payables for resolution of discrepancies between the supplier invoices and the purchase orders.
